SOP Updated October 2017 3. General Comments: As part of the update process 2017 NAVADMINs (thru 265/17), PPIBs (thru 17-24), and MPAs (thru 32/17) were reviewed to identify additional reference requirements and procedural changes/work arounds required for the existing SOPs. Additionally, NSIPS release 1.4.11.0 was implemented weekend of 28-29 October. Changes/updates with the most significant impact to the SOPs include: A. NSIPS Release 1.4.11.0: With NSIPS release 1.4.11.0, effective October 28, 2017, existing Command PASS Coordinators (CPCs) will have the role name updated to Command Pay and Personnel Administrator (CPPA) automatically on the DoD CAC Authentication Section of the NSIPS splash page. Please note the spelling of “PASS” as all caps for the role, which will be automatically updated. The old Command “Pass” (spelling with both upper and lower-case letters) Coordinators will not be updated. They will be deleted. Those users will no longer be able to access NSIPS under that role name and will have to submit a new NSIPS SAAR in accordance with Navy policy to request the CPPA role. NAVADMIN 254/17 Self-Service Record of Emergency Data and Dependency Application Regional Phased Implementation Schedule and Training Availability This NAVADMIN announces the phased implementation of self- service capability in the Electronic Service Record (ESR) within Navy Standard Integrated Personnel System (NSIPS) for processing emergency contact and dependency information. The NAVADMIN details: • Updated Process for Sailors • Updated Process for Commands • System Access • Timeline • Training, Policy, and Standing Operating Procedure (SOP) Resources • Points of Contact Shore Commands Only: Per NAVADMIN 254/17, the phased implementation of self-service capability in the Electronic Service Record (ESR) within Navy Standard Integrated personnel System (NSIPS) for processing emergency contact and dependency information has begun. CPPAs will be required to request the Command RED and DA user role in NSIPS for the unit identification code(s) (UICs) they manage. RED and DA functionality will not be available for the CPPA role until a future date. The Page 2 SOP will be updated to reflect new RED and DA processing requirements in conjunction with the phased implementation, training and release of governing instructions (e.g., MILPERSMAN 1070-270, Dependency Application, and MILPERSMAN 1070-271, Record of Emergency Data), which will contain the new guidance and procedural instructions. C. PPIB 17-22 FY-18 LOA Changes and Orders Issued After January 1, 2018 and PPIB 17-23 Correction to PPIB 17-22 Refer to PPIB 17-22 for modified Line of Accounting (LOA) and Standard Document Number (SDN) format changes effective 01 October 2017 and beyond that impact Travel SOPs, less Reserve travel orders issued through NROWS. BUPERS has migrated from the Standard Accounting and Reporting System (STARS-FL) to the Standard Accounting & Budgetary System (SABRS). PPIB 17-22 announced modified Line of Accounting (LOA) and Standard Document Number (SDN) format changes effective October 1, 2017. Due to this migration, BUPERS was required to modify its Line of Accounting (LOA) structure for fiscal year 2018 and beyond. The new LOA format impacts PCS funding for orders released on and after October 1, 2017 and OM&N funding for any orders released prior to October 1, 2017 that contain FY-18 OM&N funding. PPIB 17-23 corrected an error in the MPN and RPN LOA format field description in PPIB 17-22 and as such should be reviewed in conjunction with PPIB 17-22. Note: COMNAVRESFOR has delayed implementation of SABRS so these changes do not apply to any orders that are issued from NROWS. However, Mobilization and ADSW orders are issued by PERS 4 and have been converted to SABRS format LOAs, so the updated LOA and SDN format apply to these orders and Travel SOPs. D. Military Pay Advisory 30/17 Limited Evacuation ICO California Wildfires/LOA The purpose of this message is to disseminate the Lines of Accounting Classifications (LOAs) to be utilized in processing evacuation payments for dependents of military members (MPN & RPN) connected with the limited evacuation of non-essential personnel from the designated California counties of Napa, Sonoma, Solano, Mendocino, Lake, Butte, Yuba, Nevada, Orange and Riverside due to wildfires. This authorization is effective October 9, 2017 for a period of NTE 30 days, i.e., November 7, 2017. Please note the change in the LOA construct effective FY-18, which was published in PPIB 17-22 and 17-23 and restated in this MPA. Due to the short duration impact of these type messages, they are not routinely added to the Travel SOP reference listing. 4. Other Initiatives Impacting SOPs: Additionally, there were several impacts to the SOPs resulting from MILPERSMAN Updates, NPPSC Form issuances, DoD/OPNAV initiatives, and stakeholder/customer feedback. The impacts are detailed below: A. Stakeholder/Customer Feedback: CO, NPPSC ltr 5000 Ser 00 of 19 Oct 2017 30-Day Late Letter for Pay and Personnel Transactions The 30-Day Late letter for Pay and Personnel Transactions that was discussed in the September SOP Recap was updated on 25 Oct and distributed as an OPS ALERT UPDATE- 30-DAY LATE LETTER on 26 October. The revised letter highlighted 30-Day Letter exception criteria, specifically. • There may be situations incident to PCS transfer, reserve processing or as determined by OIC/Director where a 30-day late letter will not be required. • Additionally, keep in mind that if a transaction is submitted to a PSD and remains in the Supervisor or Clerk’s TOPS queue and the delay subsequently causes the transaction to exceed 30 days, no late letter is required from the submitting command. OPNAV 1320.6 - 1,095-DAY POLICY AND WAIVER REQUEST PROCEDURES - issued 30 Oct 2017, provides policy and procedural requirements regarding the screening of Reserve Component (RC) members who may exceed 1,095 days of cumulative active duty service in a 1,460-day period, and, as a result, will count against Active Component (AC) end strength. The instruction details requirements for a waiver request of over 1,095 days of cumulative active duty service over a 1,460-day period for Active Duty for Special Work (Military Personnel Navy) funded or Definite Military Personnel Navy Recall to Active Duty, or Voluntary Contingency Recall Orders.
