ISSUE 172701: SOP Updates for November 2017. General Comments: As part of the update process 2017 NAVADMINs (thru 282/17), PPIBs (thru 17-26), and MPAs (thru 38/17) were reviewed to identify additional reference requirements and procedural changes/work arounds required for the existing SOPs. Additionally, NSIPS release 1.4.11.1 is scheduled to deploy 07 Dec 2017. Changes/ updates with the most significant impact to the SOPs include: A. Blended Retirement System (BRS) While no direct impact on the Fleet Reserve/ Retirement SOP, BRS is scheduled to deploy with NSIPS 1.4.11.1 Release on 07 Dec 2017. Service Members may begin accessing the BRS Module to view their BRS eligibility status on 08 Dec 2017. PPIB 17-26, Blended Retirement System (BRS) in Navy Standard Integrated Personnel System (NSIPS), provides an excellent recap of BRS NAVADMINs and MPAs as well as User Roles in NSIPS that will have the capability to perform BRS Functionality per the Functional Requirements Document. Additionally, MPA 38/17, Information on the Thrift Savings Plan (TSP) for the New Blended Retirement System (BRS) effective January 1, 2018 for Navy Reserve Members, and MPA 37/17, Information on the Thrift Savings Plan (TSP) for the New Blended Retirement System (BRS) effective January 1, 2018 for Navy Active Duty Members, announced TSP impacts, while MPA 36/17, Defense Joint Military Pay System Active Component (DJMS-AC) Month End Restructure Date Change for Dec 2017, announced a MER date change as a result of BRS implementation. Effective 01 Jan 2018, all new accessions will be automatically enrolled in BRS. All Service Members in the Navy prior to 01 Jan 2018 will remain in the legacy retirement system. Active Component AC Service Member with less than 12 years of service and RC Service Members with less than 4,320 retirement points as of 31 Dec 2017 are eligible to opt in to BRS during CY 2018. Sailors eligible to opt-in to the new Blended Retirement System (BRS) will receive a letter from the Navy to complete their mandatory training by Dec. 31, if they have not yet done so. BRS training is mandatory and provides Sailors with information that compares the benefits of the current retirement system and of BRS. Once the decision to enroll in BRS is made, it is irrevocable. Commands must ensure all of their Sailors have completed the required training and documented the training through Fleet Management and Planning System (FLTMPS). Training is available on Navy eLearning at www.nel.navy.mil and Joint Knowledge Online at https://jkodirect.jten.mil/ or may be conducted face-to-face using the OSD syllabus. Sailors who have questions about eligibility for BRS should talk with their Command Career Counselor or Command Financial Specialist. NAVADMIN 273/17 Implementation of Retirements and Separations Functionality Within Navy Standard Integrated Personnel System. This NAVADMIN announces a self-service function for Retirements and Separations (R&S) within Navy Standard Integrated Personnel System (NSIPS). This functionality allows members to initiate requests electronically via NSIPS self-service, route them through their chain of command for review and recommendation, and then electronically route the request to Navy Personnel Command for a decision. This improvement provides transparency for our service members on the status of their requests, an integrated waiver process when needed, and electronic notification of the final disposition of requests for both the member and the command. The electronic routing of the Retirements and Separations request will be built into the Command Leadership role of the respective SOPs. C. NAVADMIN 254/17 Self-Service Record of Emergency Data and Dependency Application Regional Phased Implementation Schedule and Training Availability. This NAVADMIN announces the phased implementation of self- service capability in the Electronic Service Record (ESR) within Navy Standard Integrated Personnel System (NSIPS) for processing emergency contact and dependency information. The NAVADMIN details: • Updated Process for Sailors • Updated Process for Commands • System Access • Timeline • Training, Policy, and Standing Operating Procedure (SOP) Resources • Points of Contact Shore Commands Only: Per NAVADMIN 254/17, the phased implementation of self-service capability in the Electronic Service Record (ESR) within Navy Standard Integrated personnel system (NSIPS) for processing emergency contact and dependency information has begun. Command Pay and Personnel Administrators (CPPAs) will be required to request the Command RED and DA user role in NSIPS for the unit identification code(s) (UICs) they manage. RED and DA functionality will not be available for the CPPA role until a future date. The Page 2 SOP will be updated to reflect new RED and DA processing requirements in conjunction with the phased implementation, training and release of governing instructions (e.g., MILPERSMAN 1070-270, Dependency Application, and MILPERSMAN 1070-271, Record of Emergency Data), which will contain the new guidance and procedural instructions. 3. Other Initiatives Impacting SOPs: Additionally, there were several impacts to the SOPs resulting from MILPERSMAN Updates, NPPSC Form issuances, DoD/OPNAV initiatives, and stakeholder/ customer feedback.
