THIS MESSAGE TARGETS PERSONNEL, ADMINISTRATIVE, DISBURSING, AND PASS OFFICES REGARDING CURRENT PAY/PERSONNEL ISSUES FOR BOTH ACTIVE AND RESERVE PERSONNEL. 2. ISSUE 181401: SERVICEMEMBERS GROUP LIFE INSURANCE (SGLI) ONLINE ENROLLMENT SYSTEM (SOES) BENEFICIARY INFORMATION AND CERTIFICATION a. As announced in reference (a), SOES replaced the SGLI Election and Certificate form (SGLV-8286) and Family Coverage Election form (SGLV-8286A) as the authoritative record of life insurance coverage. b. To comply with SOES implementation directed in reference (a), commands were to ensure Sailors completed their SOES record by April 2018. c. In order for the SOES record to be complete and considered authoritative, Sailors must log into the SOES application to provide beneficiary name(s), share(s) of proceeds, and to certify the record with a digital signature. d. Sailors who previously declined coverage have no required action. e. SOES automatically created a Sailor's record by using the SGLI/Family SGLI coverage amount and effective date stored in the Defense Enrollment Eligibility Reporting System (DEERS). f. Use of the SGLV 8286 Servicemembers’ Group Life Insurance Election and Certificate may occur outside SOES under the circumstances outlined in reference (b). g. Character limitations do not allow complete data entry when Sailors wish to enter verbiage surrounding a testamentary trust or custodial account. Sailors wishing to enter verbiage obtained from the local RLSO should maintain a hard copy file and not use SOES until the data entry field can accommodate elections. For this case, as outlined in reference (b) the paper SGLV-8286 will continue to be the authoritative record and shall be sent to member's OMPF. h. For Service members that have not yet certified in SOES; their current SGLV-8286 form on file in their Official Military Personnel File (OMPF) will continue to be the authoritative record until certification is completed in SOES. i. Service members can access SOES by navigating to My Navy Portal at https://my.navy.mil and selecting the milConnect tab. Once logged into milConnect, select the "SOES" option under the "Benefits" tab. Access requires a common access card (CAC), Defense Finance Accounting Service (DFAS) myPay account, or DS LOGON account. j. Requesting Command Access to SOES: Commands requesting SOES access to run Unit Reports should have the designated person complete SAAR-N (DD2875). All blocks will be completed with the exception of 21, 21a, and 21b (leave these blank). Send forms to SOES_Admin.fct@navy.mil. At this time access can only be granted to one person per command. k.
