ISSUE 190401: The purpose of this message is to inform relevant communities of the unliquidated MILPCS/TDI travel entitlements pilot commencing 22Feb2019. The Navy received notification of findings and recommendations (NFR) related to MILPCS as a result of the FY15 and FY16 audits: A. Travel voucher submissions timeliness: travel vouchers are not being submitted within 5 working days. Per ref (a) during travel voucher settlement, the travel processing office determines and reconciles actual travel entitlements per regulations. This may result in a net travel pay or a debt collection notification. 3. Remediation efforts to date have included strategic communication to pay offices, process improvements, trainings with key stakeholders, modified document retention policies, and periodic testing. Improvements have been attained, however, additional efforts are Needed to attain the desired objective. 4. Unliquidated MILPCS/TDI travel entitlements working group is conducting a pilot to remediate unliquidated entitlements as a result of a MILPCS or TDI travel order. A. Notice by message will be provided to all commanding officers and CPPAs for 500 randomly selected FY18 and FY19 travel orders with unliquidated entitlements exceeding 60 days from the estimated date of arrival. B. CPPAs shall research the outstanding travel orders. Upon completion of research, the CPPA shall determine the status of each outstanding travel order. The applicable statuses are as follows: a. Not submitted b. Submitted/not paid c. Submitted/paid d. No entitlement earned C. If the CPPA determines the status is not submitted, the CPPA shall take the necessary steps to ensure the sailor submits the travel claim and is paid for the relevant entitlements. D. If the CPPA determines the status is “submitted/not paid”, “submitted/paid”, or “no entitlement earned”, the CPPA shall contact MyNavy career center (MNCC)to provide information related to the travel claim. 5.
