ISSUE 191101: PCS Travel Claim Processing and NAVPERS 1070/602 Requirement. Effective 1 May 2019 the Dependency Application (DA) NAVPERS 1070/602 is no longer required as a Key Supporting Document (KSD) to process permanent change of station (PCS) travel claims for liquidations. The Chief of Navy Personnel (CNP) has approved this measure via Ref (a) in the driving force to streamline the travel claim process to ensure Sailors are being paid in a timely manner. Updating the Dependency Application (DA) NAVPERS 1070/602. Although the Dependency Application (DA) NAVPERS 1070/602 is no longer required as a KSD for PCS travel claims the requirement to update NSIPS RED/DA still remains. Authorizing (Approving) Official Requirement. Each command must appoint a designated Authorizing (Approving) Official (AO) to sign block 21(b) of the DD form 1351-2 to ensure compliance with Ref (b). AO will be designated using DD form 577 and appointed to the position as Departmental Accountable Official. AOs must ensure all claims submitted for processing include both the member and the AO's signatures. The AO signature confirms the traveler properly and completely prepared the claim and all amounts claimed are accurate. Certifying Legislation Officer (CLO) training must be completed prior to appointment and annual refresher training must be maintained. Effective 1 August 2019 any travel claim package received missing the AO signature in block 21(b) will be deleted and returned to the CPPA for rework. The DD form 577 is a required KSD and therefore must be included in each travel package submitted to the Travel Processing Center for processing. The DLA statement and travel checklist were removed as key supporting documentation effective 1 April 2019, however the required information from the DLA form must be listed on the 1351-2. Block 5 of 1351-2 marked DLA and/or Dependents, and license plate numbers must be listed in Block 10d. 3.
