ISSUE 191201: PERS 2 publishes a "list of effective changes" for Pay/Personnel/ Travel SOPs. A quick launch link (SOPs Updates) is also on PERS-2, NPPSC, and all of the PSD website pages. 3. SOP CHANGES SUMMARY - MAY 2019. a. As part of the update process 2019 NAVADMINs thru 127/19, PPIBs (thru 1909), MPAs (thru 10-19), NPPSC OPS Alerts, NSIPS upgrades/Releases/WNFY/Smart Sheets and other Pay/Pers community feedback/updates were reviewed to identify additional reference documents and procedural changes/work arounds required for the existing SOPs. The following TOC reflects the most significant impacts. b. Note: Ops Alerts are now issued in a more formal format and have been serialized to facilitate ready access and archiving. All of the NPPSC email OPS ALERTS for 2018 and 2019 are archived at: https://mpte.navy.deps.mil/sites/npc/pers2/NPPSC/NPPSC%20OPS%20ALERTS/Forms/AllItems.aspx. All future Ops Alerts will be archived there. 2016 and 2017 Ops Alerts will also be archived at a later date. 4. NSIPS Upgrades. a. NSIPS Updates 2019: There have been several system enhancements and system updates in Navy Standard Integrated Personnel System (NSIPS) since the November 17, 2018 maintenance release that were NOT previously communicated. The enhancements are detailed below: b. CAC Certificate Notification - The following message has been added to the NSIPS splash page: “In accordance with NAVADMIN 200/18, NSIPS will no longer support authentication via the ID (non-email) certificate after 1 October 2019. After that date, users will only be able to access NSIPS by using the PIV Auth certificate. Additional details regarding the transition are available here: PIV NAVADMIN 200/18.” c. Selected Reserve (SELRES) Officer Bonus - NSIPS and Defense Joint Military System-Reserve Component (DJMS-RC) has been re-engineered to make the process of paying commissioned and warrant officer bonuses more timely, accurate, and auditable. The two systems previously relied on a bonus table for the bonus amount, which was not compatible with the policy of paying varying amounts that are common for commissioned and warrant officer bonuses. Effective 24 May 2019, these bonuses will be paid based on the payment amount rather than a fixed table amount. Roles affected by the change include the Reserve Headquarters Corporate Level Reserve Bonus Clerk and the Reserve Headquarters Corporate Level Reserve Bonus Supervisor. d. Retirements and Separations - Officer Resignation and Retirement Requests, the Off-Duty Education Training Date was added to the Obligated Service End Dates section. This will enable Naval Personnel Command (NPC) to quickly identify and verify Officers who require research for education-obligated service. e. The award description that automatically populates Block 13 of the electronic DD214 was limited to a maximum of 30 characters in length. The maximum length has been changed so that the system will populate up to 50 characters. This change will more accurately reflect the descriptions listed in the Navy and Marine Corps Awards Manual. f. The Special Program Designator (SPD) codes for the electronic DD214 have been updated based on the July 2018 policy. g. The Strength Loss NES 8XX/9XX transaction has been modified to include sending the member’s Character of Service code. h. Allotments - When a user is creating an Allotment with Allotment Type - AI - Insurance selected, the user does not have the ability to select Company Code N904546 - METLIFE Enrollment and Billing; Company Code N904413 - Long Term Care (LTC); or Company Code N904603 - FEDVIP. A message will be displayed upon the selection of each Company Code, as this can only be started/modified/stopped by the dental contractor. 5. Meritorious Advancement Program (MAP) Smart Sheet Issue No. 1 May 2019 Description a. The Meritorious Advancement Program (MAP) is a Navy program to meritoriously advance eligible personnel in paygrades E-5 and below to the next higher paygrade. MAP is transitioning from a current manual business process to an automated process within the Navy Standard Integrated Personnel System (NSIPS) to improve the Navy’s ability to advance its best performing Sailors. This iteration of the project covers the Active Component. A future iteration will cover the Reserve Component. b. Deployment and Implementation: MAP automated capability is scheduled to deploy for the Active Component in NSIPS Release 1.4.16.0 on 19 May 2019. The automated process will be implemented beginning with the 2019 Fall MAP season, 01 Sep – 31 Oct 2019. OPNAV N132 is developing a User Implementation Plan in coordination with USFFC, PACFLT, PERS 2 and the PMW 240 Enterprise Change Management (ECM) team. 6. NSIPS Improvements for the Navy Reserve - RC WNFY in NSIPS — Issue 1 May 2019 a. The Navy Standard Integrated Personnel System (NSIPS) has been upgraded to deliver new IT capabilities improving Navy Reserve business processes supporting Reserve Sailors. Enlisted Advancement Worksheet (EAW) Smart Sheet Issue No. 3 May 2019 Fall 2019 Adv Cycle EAW Going Live 3 June 2019 a. The Enlisted Advancement Worksheet (EAW) project transitions the Navy’s manual paper Advancement Worksheet (NETPDC 1430/3) process to an automated process within the Navy Standard Integrated Personnel System (NSIPS). The system will leverage authoritative data and display a dashboard of advancement eligibility factors. On-line workflow will link together all Navy Enlisted Advancement System (NEAS) stakeholders who support individual Sailor advancements; the workflow will also establish a more streamlined and accurate eligibility verification process. b. Pilot Completed. (1) EAW successfully completed a pilot phase during the 2019 E4-E6 spring Active Duty and Reserve advancement cycles, validating that the automated solution meets the needs of the Navy Advancement business processes and user expectations. Several system improvements identified during the pilot were recently deployed in a May NSIPS upgrade. c. What’s new? (1) Commands must have their NSIPS/EAW accounts established to execute the upcoming Active Duty and Reserve E4-E6 advancement cycles. Reporting Senior Cumulative Average (RSCA) PMA will be calculated in EAW. EAW will be the authority for Performance Mark Average (PMA)/RSCA PMA and awards. Professional Military Knowledge Eligibility Exam (PMK-EE) status will be captured in EAW. After the exam, Commands must use the EAW Post Admin Comments feature when requesting changes or adjudicating discrepancies in candidate records – no more use of email or messages. d. Task Notification Set-up Process. Overview: The Navy Standard Integrated Personnel System (NSIPS) Home Page is configurable to allow for personalization of your home page content to include tasks and notifications. This shows at a glance how many messages or tasks you have that require your attention. For access to My NSIPS Task/Notifications, individual set up of the home page is required. Step-by-step Process to Access My NSIPS Task/Notifications is detailed in the User Guide. 9. Sailor Self-Service Account Unlock Process a. Overview: All Navy Standard Integrated Personnel System (NSIPS) users, including self-service account users, are subject to account expiration and account lock after 60 days of inactivity. Accounts will remain active 60 days from the last logon date. After 60 days with no activity, accounts will be identified as inactive and locked. After 180 days with no use, accounts will be identified as inactive and deleted. b. What does this mean to you? NSIPS provides the ability on-line for Sailors to unlock their own self-service accounts. This applies to a Sailors own self-service account only. Other NSIPS Access roles such as Pay Clerk, Personnel Clerk, etc., must work through the Super Functional Area Manager (FAM)/NSIPS Access Manager (NAM) to reset/unlock access to the requested account. The User Guide details step by step procedures to allow the Sailor self-service user to unlock his/her own self-service account. 10. Ops Alert Updates a. Ops Alert 005/19 Subject: SG Transactions Not Processing. There is an issue with SG03 processing. The issue stems from a server that went down with another server that failed. Servers will be fixed as soon as possible. b. Ops Alert 006/19 Subject: Removing the DD-214 of a Former Service Member Spouse Attachment from Dependency Application Prior to Release. The DD-214 of a former service member spouse will be removed from the Dependency Application prior to submitting and releasing to OMPF to avoid PII breaches. The RED/DA SOP has been updated to include the updated PII requirement. Note: PSD Clerks/PSD Supervisors should insert and complete the MILITARY SPOUSE SEPARATES – Clause #72 in the RED/DA Remarks section and delete the attached DD 214 prior to release/submission to the OMPF. Continue to retain the spouse DD-214 as a KSD in TRIM for any pay changes. 11. MPAs a. MPA 10/19 DJMS-AC System Implementation for an Expansion of Bonus and Readjustment Pay Field Length to a 9 vs 7 Position. The purpose of this message is to announce the expansion of Money amount length fields effective May 24, 2019. The objective of this system change is to expand the amount field size to 9-positions for enlisted and officers Military Pay Account (MPA). This conversion will allow for the submission of one-time bonus and readjustment pay with amounts greater than $100K for the following FIDs: 08, 25, 26, 31, 32, 33, 34, 76, NC, ND, NF, N7, R2, R5, R6, R7, R8, RB, RC, RE, RG, RH, RJ, and RK entries. Expanding the money amount fields in these FIDs will allow for EFT payment with amounts in excess of $99,999.99 and will eliminate the need for DJMS-AC system workarounds. Payment amounts greater than $100K, DJMS-AC will systematically create a second EFT pay authorization for the remainder amount due to the service member. 12. NAVADMINs a. NAVADMIN 104/19 FY-20 Seaman to Admiral-21 Program Announcement. This NAVADMIN solicits applications and provides guidance for the Fiscal Year (FY) 2020 Seaman to Admiral-21 (STA-21) commissioning program. The ESO/NEAS SOP has been updated to include the updated reference. b. NAVADMIN 112/19 Personal For Regarding How to Leverage the Pay and Personnel System of Today. This NAVADMIN formally conveys to command triads consolidated and up-to-date information on how to successfully navigate the pay and personnel system of the Navy in its current interim state. The NAVADMIN is lengthy but contains valuable information and with a proper understanding of how the pay and personnel system works and who to contact for issues, command triads should find fast, responsive customer service, even as we continue to transition our way out of decades old legacy IT systems. 13. MPM Updates a. MPM Change 67 Update continues.
