ISSUE 191401: SOP CHANGES SUMMARY -JUN 2019 a. As part of the update process 2019 NAVADMINs thru 147/19, PPIBs (thru 19-13), MPAs (thru 15-19), NPPSC OPS Alerts, NSIPS Upgrades/Releases/WNFY/Smart Sheets and other Pay/Pers community feedback/updates were reviewed to identify additional reference documents and procedural changes/work arounds required for the existing SOPs. b. Note: Ops Alerts are now issued in a more formal format and have been serialized to facilitate ready access and archiving. NSIPS Online SAAR Process: 1. The WNFY NSIPS On-line SAAR Process Including Supervisor Validation of SAAR-N - Issue 2 - June 2019 document is intended as a reinforcement to understanding the NSIPS On-line SAAR Process, which became effective December 17, 2018. In addition, there continues to be questions surrounding the authorizing signatures of the paper form SAAR-N (OPNAV 5239/14), which must be completed and approved prior to the NSIPS On-line SAAR submittal. This document will provide definitive answers to those questions. There is no change to the policy that all NSIPS users (with the exception of self-service users) are required to request account access within NSIPS by completing a Navy SAAR-N. Once access to NSIPS is granted via the SAAR-N form, the user must complete the NSIPS On-line Access Process to gain user access for specific roles within NSIPS. Listed in the WNFY are the steps for completing the NSIPS On-line Access Request. Some steps have changed from the previously communicated What’s New for You NSIPS On-line SAAR Process, December 2018, so please use this updated document. All steps have been repeated for your convenience. PRIOR to initiating the NSIPS On-Line SAAR Process, save a copy of your completed SAAR-N in PDF format to your computer. The last section of the WNFY explains the change in NAM and Super FAM procedures due to the elimination of sending SAAR-Ns to the Army Aviation and Missile Research Development Safe Access File Exchange (AMRDEC Safe) by email. b. NPPSC Issuances: Standard Management Reports (NPPSCINST 5220.2C) issued 12 June 2019 c. Ops Alert Updates: 1. Ops Alert 07/19 Procedure Update: Updated Form: 1300/1 Application for Transfer and Advances The NPPSC 1300/1 form has been revised to combine the previous 1300/1 Transfer Information Sheet and 7220/3 Travel Advance Request – Permanent Change of Station/ Temporary Duty Travel Advance portion. The NPPSC 7220/3 Advance Travel Request form will still be utilized for Separation Advances until the NPPSC 1900/1 Separation Questionnaire is updated later this month. All Checklists for PCS/TDY are to be utilized and will be updated in the near future. For blocks requiring document submission, but are no longer required, PSD’s are authorized to place N/A. The MILPCS Travel Advance SOP has been updated, all references to NPPSC 7220/3 have been replaced by NPPSC 1300/1. No longer any reference to license plate data. The new time criteria for the submission of the Application for Transfer and Advances to the Travel Claim Processing Center “No Earlier Than 60 days but No Later Than 30 days from Departure Date” has been added to the SOP, replacing the former PASSMAN criteria. 2. Ops Alert 08/19 Regeneration of EAWs for the E6 NWAE September Cycle RSCA PMA The March 2019 RSCA values for E5 periodic evaluation reports were not available when the fall advancement cycle worksheets were created in EAW on June 3, 2019. On July 3, 2019, EAW will regenerate worksheets that are only in a draft status and will recalculate RSCA PMA. This action will not delete work already completed in EAW. However, worksheets will NOT be regenerated when in a completed or pending status on July 3, requiring ESOs to manually enter RSCA values or change any other incorrect data. 3. Ops Alert 09/19 Electronic DD 214 System Issues Electronic DD-214 issues have been resolved/functionality restored. Legacy DD-214s not authorized for use/issuance. 4. Ops Alert 10/19 Removal of Operational Screening Administrative Remarks, NAVPERS 1070/613 Effective immediately, the Operational Screening Administrative Remarks, NAVPERS 1070/613 requirement has been removed for pipeline Sailors with less than 365 days from ADSD. Screening completion is not required due to Time in Service. Operational Screenings are still required for all other Sailors, but not a requirement for commands to submit to PSD’s for transfer purposes. Commands will monitor and retain at their level. MILPERSMAN 1300-800 has been revised and currently in routing for signature. This change is made to optimize all new accession Sailors in the student pipeline (from boot camp and all schools prior to reporting to their first permanent duty station (PDS)) and eliminate the redundancy of documents required for a transfer, as well as support Navy’s effort to go paperless. 5. Ops Alert 11/19 Procedure Update: Name Change of Member Effective 1 June 2019, Sailor name change will be a self-service process that Sailors/Officers will access through MNP. MPM 1000-130 is currently being updated to reflect the new changes. PERS-31 is assuming responsibility for the name change process. d. PPIBs 1. PPIB 19-11 PCS Travel Claim Processing and NAVPERS 1070/602 Requirement. Effective 01 May 2019 the Dependency Application (DA) NAVPERS 1070/602 is no longer required as a Key Supporting Document (KSD) to process permanent change of station (PCS) travel claims for liquidations. Although the Dependency Application (DA) NAVPERS 1070/602 is no longer required as a KSD for PCS travel claims the requirement to update NSIPS RED/DA still remains. The DLA statement and travel checklist were removed as key supporting documentation effective 01 April 2019, however the required information from the DLA form must be listed on the 1351-2. Block 5 of 1351-2 marked DLA and/or Dependents, and license plate numbers must be listed in Block 10d. Authorizing (Approving) Official Requirement. Each command must appoint a designated Authorizing (Approving) Official (AO) to sign block 21(b) of the DD form 1351-2 to ensure compliance with DoD FMR Vol 9 Chapter 8. AOs will be designated using DD form 577 and appointed to the position as Departmental Accountable Official. AOs must ensure all claims submitted for processing include both the member and the AO's signatures. The AO signature confirms the traveler properly and completely prepared the claim and all amounts claimed are accurate. Certifying Legislation Officer (CLO) training must be completed prior to appointment and annual refresher training must be maintained. Effective 1 August 2019 any travel claim package received missing the AO signature in block 21(b) will be deleted and returned to the CPPA for rework. The DD form 577 is a required KSD and therefore must be included in each travel package submitted to the Travel Processing Center for processing. 2. PPIB 19-13 Military Spouse Licensure Reimbursement Program The Department of the Navy is dedicated to supporting families and currently provides resources and advocacy for spouse employment. Current statutes enable the Navy the opportunity to reimburse members up to $500 for state licensure and certification costs of a spouse of a member of the Armed Forces arising from relocation to another state due to a permanent change of station (PCS) or permanent change of assignment. MPAs 1. MPA 11-19 Transition of Naval Special Warfare (NSW) Hazardous Duty Incentive Pay (HDIP) to NSW Skill Incentive Pay (SkIP) Effective June 1, 2019, the Navy will transition NSW Officers, Special Warfare Operators and Special Warfare Boats Operators from Hazardous Duty Incentive Pay (HDIP) for parachute, dive and demolition pays to the NSW Skill Incentive Pay (SkIP). SkIP will be listed as Save Pay on qualified service members Leave and Earning Statement (LES) and it will reflect as a FID 09, with a SAVE-PAY TYPE = C and a SUBFID = 12 on respective Master Military Pay Accounts (MMPA). MPM 7220-114 Naval Special Warfare Skill Incentive Pay - 20 May 19, which posted last month, is a companion reference to MPA 11-19 Transition of Naval Special Warfare (NSW) Hazardous Duty Incentive Pay (HDIP) to NSW Skill Incentive Pay (SkIP). The Dive, Demo and Parachute SOPs have been updated to reflect the new SkIP references and requirements 2. MPA 15-19 Military Spouse Licensure Reimbursement Program The purpose of this Military Pay Advisory is to announce the U.S. Navy's policy and payment procedures for the new Military Spouse Licensure Reimbursement Program. MPM 1754-040 Military Spouse Licensure Reimbursement provides policy and procedures for the military spouse licensure reimbursement program. This reimbursement is effective as of 12 December 2017 for PCS orders issued on or after 12 December 2017. Per ref (b), no reimbursement may be provided for qualified relicensing costs incurred after 31 December 2022. Effective date of payment processing for the U.S. Navy will commence effective upon the publication of this communication. NAVADMINs 1. NAVADMIN 146/19 Annual Recertification of Special Duty Assignment Pay This NAVADMIN announces the annual Special Duty Assignment Pay (SDAP) recertification process for Fiscal Year 2019. Commanding Officers (CO) are required to annually review and certify the entitlement to SDAP of each Sailor. This recertification is to verify that every Sailor who is assigned to an eligible billet is still qualified to fill that billet and is receiving the correct level of SDAP. The SDAP SOP is being updated to reflect the FY19 recertification requirements. 2. NAVADMIN 140/19 Professional Military Knowledge Eligibility Exam Application This NAVADMIN announces the release of the Professional Military Knowledge Eligibility Exam (PMK-EE) Application (App) for use on mobile devices. The PMK-EE App was created to provide flexibility to Sailors in the completion of their E-4 through E-7 advancement eligibility requirements. NAVADMIN 313/18, Professional Military Knowledge Eligibility Exam Business Rules, provides the business rules and eligibility requirements as they pertain to PMK-EE. All Sailors must successfully complete PMK-EE as outlined in NAVADMIN 313/18, regardless of their path to advancement. 3. NAVADMIN 134/19 Navy Spouse Licensure Reimbursement This NAVADMIN announces that as part of the ongoing Navy Family Framework effort to expand and improve the experience for Navy spouses and families, Sailors may be reimbursed up to 500 dollars for the state licensure and certification costs of a spouse arising from relocation to another state due to a permanent change of station (PCS) move. 4. NAVADMIN 129/19 Selective Reenlistment Bonus and Pay for Performance Pilot Update June 2019 This NAVADMIN announces revised Selective Reenlistment Bonus (SRB) award levels and reenlistment policy for Active Component (AC) and Full-Time Support (FTS), superseding NAVADMIN 305/18, Selective Reenlistment Bonus Update November 2018 and the Implementation of a Pay for Performance Pilot (Corrected Copy). The Extension and Reenlistments SOPs have been updated to reflect the updated SRB requirements. 4. MPM Updates: There were MILPERSMAN updates, cancellations, consolidations and/or new issuances. MPM Change 67 Update continues.
