ISSUE 191501: In accordance with references (a) and (b) service members who separate or retire may be paid an advance of funds for travel and transportation allowances. To ensure accurate financial reporting by the Bureau of Naval Personnel, per reference (c) effective immediately, travel advances for separation or retirement are no longer authorized except for instances with extenuating circumstances (for example, financial hardship). Service members who are separating or retiring who have extenuating circumstances may request an advance of travel entitlements by submitting a written request justifying the advance and NPPSC form 1900/1 endorsed by their Commanding Officer to their servicing Personnel Support Detachment. All requests will be submitted by the service member's Command Pay and Personnel Administrator (CPPA) via the Transaction Online Processing System (TOPS). Before service member detach from their separating command, they must coordinate with their CPPA and the servicing PSD to receive information on how to file a claim for reimbursement of travel expenses incurred as a result of their separation or retirement from the U.S. Navy. 3.
