NAVADMIN 161/19 Permanent Change of Station Move Improvements This NAVADMIN is the first of three NAVADMINs to provide Sailors and their families with information to assist in planning and executing their Permanent Change of Station (PCS) moves and introduces new tools to support the process. The second NAVADMIN 183/19 – (Phase 2) was released in early August and a third NAVADMIN on this topic is scheduled for release in September (Phase 3). Phase One (July 2019) announced: (a) MyPCS Mobile is a mobile-enabled website accessible on personal and work mobile devices, tablets, laptops and desktops. Available now, this tool provides additional flexibility and access to a personalized checklist tailored for an individual Sailors PCS move as well as the ability to opt-in and immediately get on the waitlist for government housing and childcare services at their new duty station for those Sailors under Active Duty PCS orders. Sailors can generate their checklist online at any time and tasks are listed chronologically to improve the overall experience for Sailors and their dependents. If a Sailor does not have a set of Active Duty PCS orders presently, they can still explore the functionality of the checklist through an on-line demonstration of the capability on MyPCS Mobile. (b) Sailors will be able to login to MyPCS Mobile at any time through the Navy App Locker at https://www.applocker.navy.mil or MyNavy Portal (MNP) website at https://my.navy.mil. MNP will have quick links available on the homepage that Sailors can use to login to MyPCS Mobile and save the website as a favorite on the browser of their choice. By downloading the Navy App Locker for either Android or Apple devices, Sailors can quickly access the MyPCS Mobile and other Navy-sponsored content. Sailors can access the MyPCS Mobile website without a Common Access Card (CAC), using commercial grade Multi-Factor Authentication (MFA) credentials for security. (c) To set up CAC-free access, log into MNP on a CAC-enabled machine. Your name should appear at the top of the page. Click on your name, select my account, then select the instructions for CAC- free setup. Follow the steps for either Apple iOS or Google Android to authenticate your identity under the instructions tab. NOTE: This is a one-time event and allows the user to establish their secure MFA account to log into the CAC-less applications or websites. The mobile device of the user must have access to either WiFi or cellular data services to complete the process. (d) Phase 2 announced the release of the PCS Entitlements Calculator, a tool to assist Sailors in budgeting for travel-related PCS expenses. (e) In Phase Three (September 2019) Sailors will be able to complete a fully electronic travel voucher using MyPCS Mobile on their mobile device. Sailors will be able to upload receipts, complete a voucher that has been prepopulated with basic information, electronically sign and provide it to their CPPA for final processing. 2. NAVADMIN 183/19 Permanent Change of Station Move Improvements - Phase Two This NAVADMIN announces the rollout of two new Permanent Change of Station (PCS) planning and execution capabilities designed to improve and simplify the PCS process Lean Orders and the PCS Entitlements Calculator. Phase Two (August 2019) announced: (a) Lean Orders. Lean orders are a streamlined, simplified and plain language orders format that provides Sailors and their families the essential information required to execute a PCS move, all conveniently available on a mobile device via MyPCS Mobile and on a desktop via MyNavy Portal (MNP). Lean orders are only available for viewing by active-duty Sailors in receipt of PCS orders. Full-text legacy formatted orders will also be available on the MyPCS Mobile and on MNP. Both lean and legacy orders must be read in their entirety. (b) PCS (Travel) Entitlements Calculator. All are encouraged to check applicable references when computing estimated travel entitlements and to be mindful that travel rules and entitlements are subject to change. This pilot is part of Phase Two of the PCS move improvements initiative outlined in NAVADMIN 183/19. Use of the GTCC is another step forward in improving the PCS experience for Sailors and their families. Commanders will ensure widest dissemination of this new policy. NAVADMIN 176/19 2019 Meritorious Advancement Program Season Two and Automation Update This NAVADMIN provides guidance for the 2019 Meritorious Advancement Program (MAP) Season Two from 01 September through 31 October 2019 for Active-Duty, Full-Time Support and Canvasser Recruiter Service Members and contains the new automation process for MAP nominations within the web version of Navy Standard Integrated Personnel System (NSIPS). In support of Sailor 2025, MAP is transitioning from a manual submission process to an automated process within NSIPS. This iteration covers the Active Component and a future system update will cover the Reserve Component. Commands without access to NSIPS (e.g., NSIPS Web Afloat Users) must submit their MAP nomination request via e-mail directly to their immediate superior in command (ISIC), type commander (TYCOM) or budget submitting office (BSO)/echelon II command using the Meritorious Certification Letter (MCL). All other Travel Processing sites and supported customer commands (CPPAs) should use the file naming convention in the MILPCS Travel Advance SOP, which was derived from PPIB 17-05 and PPIB 17-11. 6.
