Ops Alert 20-19 Transfer of New Accession Students on Current Orders to Next Training Location It is imperative to keep students flowing through the training pipeline to maximize training opportunities, minimize berthing constraints, and ultimately increase Fleet Readiness. New Accession Student transfers should not be held solely based on Report Not Earlier Than Date and/or Expired Class Convene Date on their orders. Training Support Centers, Training Support Departments and Student Management Offices will disregard the Report NET date identified in accession student orders, as well as any expired class convene date when calculating their transfer/detachment date from one training location to another. Refer to Ops Alert 20-19 and SCGM #19-008 for specific details. 3. Ops Alert 21-19 Accounting Data on Orders Several travel offices have erroneously processed travel claims/advances using an incorrect LOA. Permanent Change of Station (PCS) orders reflect an NTS (Non-Temporary Storage) SDN/LOA for HHG (Household Goods) shipment. Several travel offices have erroneously used this SDN/LOA when processing travel claims. The NTS SDN/LOA is “NEVER” to be used when processing an advance or settlement in WINIATS. Each travel advance and settlement are to be audited to ensure the NTS SDN is not entered in WINIATS. 4. Ops Alert 22-19 EAW Final ESO Verification of Eligibility Provides procedural updates for final ESO verification of eligibility of EAWs for the Cycles 105 and 244 2019 Navy Wide Advancement Exams. 5. Ops Alert 23-19 NETPDC Internet Issues Effective 0900 CST, 28 Aug 2019 NETPDCs internet connectivity shut down base wide. Currently there is no time frame of when their internet connectivity will be back to normal. Once they are back online, notification will be communicated via another OPS Alert. 6. Ops Alert 24-19 Current Processes (Capabilities) for MNCC Electronic Service Record Department This Ops Alert only applies to PSD’s/TSC’s that are being serviced by MNCC ESR Department. MNCC ESR can only process the following transaction types: Personnel Qualification Standards Training Certs and Quals Awards, less than a Navy Achievement Medal This is a majority of transactions that are submitted. All other transactions should be processed at the PSD/TSC level, and ESUB accordingly. This includes Page 13 verification and citizenship updates. MNCC does NOT have E-submission capabilities. 7. Ops Alert 25-19 MPM 1070-220 Citizenship Entries in the Enlisted Personnel Record PERS 3 is working on an update to modify MILPERSMAN 1070-220 to include U.S. Passports as proof of U.S. Citizenship. Effective immediately the U.S. passport may be used as proof of citizenship for updating a member’s personnel file in NSIPS. 8. Ops Alert 26-19 EAW Process for Substitute and Late Exams For all authorized substitute and late exam participants (authorized by NETPDC and PERS-803), ESOs are highly encouraged to change the participant’s exam date in EAW to the prospective date the substitute or late exam will be administered. The participant’s worksheet in EAW will close the following day after the changed date. If the date is not changed, the participant’s worksheet in EAW will close the following day after the pre-populated regularly scheduled exam administrative date. Note: ESOs must ensure no verified eligible candidate will be denied the opportunity to participate in the Cycles 105 and 244 2019 Navy-wide advancement exams and administer an exam even if their EAW has not been completed. 9. Ops Alert 27-19 NETPDC Is Back to Fully Functional Capability NETPDC no longer has internet connectivity issues and is fully functional. Disseminate to all commands under your ADSN. 10. Ops Alert 28-19 Updated Form: NPPSC 1900/1 Separations Questionnaire NPPSC Form 1900/1 has been updated to reflect the change in policy regarding separation and retirement advances. Ops Alert 29-19 Clarification Of The Travel/Evacuation Claims Red/Da (Page 2) Requirement Effective 10 SEPT 2019, Update to OPS Alert 003-19 – The RED/DA (Page 2) no longer required as a key supporting document (KSD) applies not only to PCS claims but all previous travel claims requiring a PG2 including Evacuation claims. The driving force to streamline the travel claim process is to ensure our Sailors are being paid in a timely manner. Although the RED/DA (Page 2) is not needed as a KSD to process a travel claim, the requirement to update the RED/DA (Page 2) remains. 12. Ops Alert 30-19 Phase Three For MyPCS (Permanent Change Of Station) Mobile Phase Three of the PCS move improvement series introduces an automated travel claim capability in MyPCS Mobile. Sailors will be able to complete fully electronic travel vouchers on their personal mobile device. They will be able to upload receipts, complete a voucher that has been pre-populated with basic information, electronically sign and provide to their CPPA for final processing. 13. Ops Alert 31-19 EAW process for PMK-EE Waivers A PMK-EE completion date waiver may be submitted for the Navy-Wide Advancement Exam (NWAE) Cycle 244 (E6,E5 and E4), if a Sailor did not complete their PMK-EE by the 31 August 2019 deadline due to extenuating circumstances. E. MPAs and PPIBs 1. PPIB 19-15 Travel Advances for Separation and Retirement This PPIB reiterates policy guidance that was disseminated in last month’s SOP Summary through Ops Alert 18-19 Directive to Stop Advances for Separation or Retirement Travel and MPA 19-19 Elimination of Travel Advances for Separation and Retirement Travel. Refer also to DCNO Memo Ser N1/114063 dtd 05 Aug 2019 Subj: Stoppage of Travel and Transportation Advances for Separation and Retirement Travel. Effective immediately, travel advances for separation or retirement travel are no longer authorized except in instances involving extenuating circumstances (e.g., financial hardship). Service Members who are retiring or separating who have extenuating circumstances may request an advance of travel entitlements by submitting a written request justifying the advance and a Separations Questionnaire, NPPSC 1900/1, endorsed by their Commanding Officer, to Personnel Support Detachment (Servicing PSD/TPC) for separation travel advances. 2. MPA 18-19 Information for Making Changes or Stopping Thrift Savings Plan (TSP) Catch-Up This Military Pay Advisory is being issued to provide information for making changes or stopping TSP Catch-Up. Members cannot make changes or stop TSP Catch-Up through myPay. MyPay will process the request as new transaction. To make changes or to stop a TSP Catch-Up contribution, members must go through their Personnel Support Detachment (PSD). 3. MPA 20-19 Thrift Savings Plan (TSP) Financial Hardship Changes Effective September 15, 2019 This Military Pay Advisory announced the elimination of financial hardship in-service withdrawal six-month suspension rule effective September 15, 2019. Effective September 15, 2019, any member who received a financial hardship in-service withdrawal and is suspended from contributing to the TSP will be able to re-start TSP contributions. TSP will notify participants that they can resume contributions as of September 15, 2019. Participants will still need to follow current procedures to resume contributions. Restarting TSP contributions is the member's responsibility. 4. MPA 21-19 Hurricane Dorian Evacuation LOA'S The purpose of this message is to disseminate the lines of accounting classifications (LOAs) to be utilized in processing evacuation payments for dependents of military members (MPN & RPN) connected with the ordered departure (evacuation) of all non-essential personnel from Freeport, Bahamas due to Hurricane Dorian.
