MPM 1070-310, NAVPERS 1070/607 Court Memorandum, which removed the requirement for NAVPERS 1070/613 Administrative Remarks to be used for enlisted NJPs, which do not affect pay, and inserted the requirement for these to be processed per requirements listed in MILPERSMAN 1626-020 (also updated in October 2019). Additionally, amplifying instructions for documenting charges, specifications, sentence adjudged, and punishment awarded in block 42 of NAVPERS 1070/607 Court Memorandum was clarified. 2. MPM 1070-320 Administrative Remarks, which removed the usage of NAVPERS 1070/613 for reporting nonjudicial (NJP) or periods of unauthorized absence (U/A), was also updated. 3. Multiple MPM 1600 Series (Performance and Discipline) and MPM 1910 Series (Separation) articles were updated to reflect updated documentation requirements for Enlisted Non-Judicial Punishment (NJP) in order to standardize NJP reporting, and to revise Performance, Discipline and Officer and Enlisted Administrative Separation (ADSEP) procedures based upon the Chief of Naval Operations misconduct assessment reported in NAVADMIN 188/19, Achieving Best-Ever Performance. B. Changes/updates with the most significant impact to the SOPs and PAYPERS community include: 1. NSIPS Release 1.4.17.0 Move to the Cloud - WNFY NSIPS/NP2 Migration to the Cloud In late October NSIPS migrated to its new hosting location within the AWS GovCloud. Migration to the cloud is a long-anticipated event and is the culmination of several years of effort by the Navy Standard Integrated Personnel System (NSIPS) Operations Team. The Navy’s vision is for Sailors to be able to conduct HR services effortlessly in the same manner and with the same level of security as they expect from their personal banking services. Migration to the AWS GovCloud brings the Navy one step closer to securing sailor data for updated Sailor services. Early access users have reported small issues with access, due to browser cache. Ops Alert 36-19 RSCA PMA, E6 Evals and Verifying EAW Reporting Senior Cumulative Average (RSCA) Performance Mark Average (PMA) will be manually added by Educational Services Officers (ESO) in EAW for Active Duty Cycle 246 (January 2020). Note this Ops Alert supplements NAVADMIN 238/19, January 2020 Cycle 246 Active and Full-Time Support E-7 Navy- Wide Advancement Examination. 2. Ops Alert 35-19 Activity Gain Capability Assessment Effective immediately, the Navy Pay and Personnel Support Center (NPPSC) Activity Gains Task Force (AGTF) has commenced an effort to maximize the timeliness of Activity Gain reporting. This effort will encompass all surface ships serviced by Personnel Support Detachment (PSD) Afloat West. The assessment requires: Maximum use, by ships, of the CPPA User Role Panel 1 Activity Gain capability within NSIPS PSD Afloat West will perform the Panel 1 entry for the ship when they are unable to do so due to connectivity. If not already accomplished, CPPA User Role should be granted to all surface units (Ship’s and DESRON). Also, identify PSD staff personnel to obtain the CPPA User Role. 3. Ops Alert 34-19 Advancement Cycle Discrepancies and Changes Due to the implementation of the Enlisted Advancement Worksheet (EAW) application, discrepant records in NEAS are currently being reviewed and have not yet been published, however, EAW Post-Exam Admin Changes (PAC) for known issues by either the ESO or Command (Assistant) ESO must be submitted immediately. 4. Ops Alert 33-19 SDAP Recertification Processing Between the dates of 30 Sep and 3 Oct 19, BUPERS 328 took action to stop SDAP retroactive 01SEP2019 for commands that failed to complete the Annual Recertification, there were about 116 personnel affected by this. OPNAV has authorized members to receive their pay retroactively; however, the command must submit a letter from the CO and endorsed by their ISIC to BUPERS 328 to request the retroactive pay. PSDs should not process any retroactive requests for those commands, instead direct the commands to contact BUPERS 328. 5. Ops Alert 32-19 was NOT issued and will be annotated as an unused number D. NAVADMIN 238/19 January 2020 Cycle 246 Active and Full-Time Support E-7 Navy-Wide Advancement Examination This NAVADMIN announces the guidance for the administration of the January 2020 (cycle 246) E-7 Navy-wide advancement examination (NWAE) for Active-Duty and Full-Time Support (FTS) Sailors only. Info pertaining to selection board criteria will be promulgated via a future NAVADMIN. In line with Sailor 2025 transformation efforts to modernize personnel management and improve transparency, changes to cycle 246 include: New requirement to compute reporting senior cumulative average performance mark average as outlined in NAVADMIN 312/18, Advancement Policy Update, using E-6 evaluations with the ending date that falls within the time period of 1 January 2017 to 31 December 2019.
