SOP CHANGES SUMMARY - NOVEMBER 2019 As part of the update process 2019 NAVADMINs thru 276/19, PPIBs (thru 21-19), MPAs (thru 31-19), NPPSC OPS Alerts, NSIPS Upgrades/ Releases/WNFY/Smart Sheets and other Pay/Pers community feedback/updates were reviewed to identify additional reference documents and procedural changes/work arounds required for the existing SOPs. Note: Ops Alerts are now issued in a more formal format and have been serialized to facilitate ready access and archiving. Changes/updates with the most significant impact to the SOPs and PAYPERS community include: 1. NSIPS Release 1.4.18.0 What’s New For You Issue 1 December 2019 Overview: There were multiple updates made to Navy Standard Integrated Personnel System (NSIPS) in Release 1.4.18.0. Remember the new URL for NSIPS access: https://www.nsips.navy.mil. System enhancements and new functionality deployed on 23 November 2019. 2. Electronic Service Record (ESR) Close out: Upon notification of a Sailor’s death by Navy Enlisted System (NES) or Officer Personnel Information System (OPINS), NSIPS will automatically close out his or her ESR and transmit the documents to the member’s Official Military Personnel File (OMPF). 3. Retirements and Separations: Officer and Enlisted Warfare Designations - Added Officer and Enlisted warfare designations to the drop-down menu for awards listed in Block 13 of the Certificate of Release or Discharge from Active Duty (DD 214). Validation Check – Added a validation check to allow Sailors requesting Reserve Non-Regular Retirement with or without pay to submit their request when they reach 19 satisfactory years, as reflected in Navy Enlisted/Officer Participation System (NEOPS). If the Sailor submits their request prior to reaching 19 satisfactory years, they will receive the following warning: “Based on the requested retirement date, you may not submit application until 1 year prior to retirement date. Final authority for non-regular retirement eligibility rests with the Navy Personnel Command." Mandatory Forms (DD108 and DD2656) added to Non-Regular Retirement Requests Non-Regular Retirement Requests are coming through NSIPS to PERS-912 for processing without mandatory required forms attached. It is now mandatory for the Sailor or the NOSC on behalf of the Sailor to attach Forms DD108 and DD2656. 4. Record of Emergency Data/Dependency Application (RED/DA): Add or Change Comments - The ability to add or change comments automatically moved from RED/DA Summary page to the Verification page. Search by Command Unit Identification Code (UIC) - Users can now search RED/DA Pending by Command UIC. 5. NSIPS Security: NSIPS security has been updated to allow Sailors in Duty Status Code 198 (Active Duty, Prospective Gain to Full Strength) to create a Self-Service account. This account provides the ability to update their RED/DA in addition to their Personal Information, Address and Phone, Religion, Race, Ethnicity and Emergency Contact. 6. Command Pay and Personnel Administrator (CPPA) Expanded Capabilities: Effective with this Maintenance Release, CPPAs will no longer have access to create a Strength Loss. Also, with this release, the Naval Information Warfare Center (NIWC) NSIPS team implemented the first of a three-phase CPPA role expansion impacted 173 functions. The addition of these navigation functions will increase the speed of pay and personnel transactions originating from the individual commands and ensure a standardized and streamlined transactional process across the PAYPERS domain. Review the WNFY for the new Phase I capabilities for a CPPA. Note that these are not all-inclusive. B. MyNavy Portal Release 12 Update - December 2019 1. ZipServe (Deployment and Mobilization CLE) – Phase 1 is included in the December release of MNP. The initial capability provides Reserve members the ability to view and search opportunities uploaded to MNP and also includes a link to apply for the opportunity in the new ZipServe system. When fully developed, ZipServe will be a tool for Reservists to view, search, and apply for mobilization volunteer opportunities and possible orders for Active Duty Training, Annual Training, and Active Duty Special Work. 2. Personnel Qualification Standards (PQS)/Learning and Development Roadmap (LaDR) (Training, Education, Qualifications CLE) – A new design offers quick access to extensive links to PQS and LaDR documents, and the improved search feature helps users find the files they want quickly. 3. MyRecord – Sailors have access to more data with the addition of lineal and precedence numbers and performance data. Also, screen updates were made to MyRecord web in order to resemble the app. 4. eLeave (Assignment, Leave, Travel CLE) – Improved eLeave response messages help users troubleshoot errors they might receive when submitting their leave requests. 5. Ops Alert 40-19 High Year Tenure (HYT) Check For E7 Exam (CYCLES 246 AND 106) HYT check for E7 Exam candidates in the Enlisted Advancement Worksheet (EAW) is using the incorrect date. EAW E7 HYT computation corrections will be applied to future cycles. If HYT is exceeded using the hard-coded Terminal Eligibility Date (TED) of 01/01/2021 in the HYT Check for the E7 Exam candidates in EAW, then recompute HYT in the comments area using 09/01/2020. If not exceeded, select Yes for HYT Waived. 2. Ops Alert 39-19 CNIC/NMCI Server Affecting TOPS, NSIPS and WINIATS Connectivity Currently there are issues with CNIC/NMCI Servers that are causing problems with various system connectivity. This is causing applications to not properly function when personnel are trying to perform various actions. Some of the systems affected by the CNIC/NMCI server issues are TOPS, NSIPS and WINIATS. CNIC programmers are working with NMCI to resolve these issues. There will be a update issued once a new status update is provided. 3. Ops Alert 38-19 NSIPS 1.4.18.0 Release - Accounting Category Code (ACC) Changes NSIPS 1.4.18.0 update (released weekend of 23 Nov 2019) expanded CPPA Panel 1 capability to include all Accounting Category Codes (ACCs). Previously CPPAs were unable to process the Activity Report (Panel 1) for ACCs other than ACC 100, but now CPPAs can process Panel 1 for all ACCs. CPPAs shall verify the correct ACC according to member’s orders ensuring the correct ACC is utilized. PSDs shall ensure that the CPPA is utilizing the Activity Report function in NSIPS to process the Activity Report (Panel 1). 4. Ops Alert 37-19 Erroneously Released EAWs to Command ESOs Approximately 10,000 EAWs for NWAE Cycle 246 (E7) were erroneously pulled out of draft status and routed to the Command ESO roles. If you are an ESO with erroneously routed EAWs below are a couple of options to work forward: ESOs have access to pull back all EAWs that fall under their PPSUIC or UIC from their Command ESOs. This option may cause all previous work completed by the Command ESO to be lost. Command ESOs may continue work on EAWs. When the EAW is routed back to the ESO role, the ESO can pull the EAW and work on it, which will change the “ESO’s Authorization” name once saved or final approved. Note: EAWs are routed to user roles not specific users. If an EAW is in the “Pend CESO” status, anyone with a Command ESO user role to that UIC may access and work on that EAW. What this means to you: We are unable to identify which PPSUIC were affected. ESOs need to verify their EAWs and if affected decide which option would best suit their situation and take immediate action. Disseminate to all tenant commands under your AOR. D. MPAs 1. NAVADMIN 275/19 Professional Apprenticeship Career Track Program Changes – II This NAVADMIN announces changes to the enlisted Professional Apprenticeship Career Track (PACT) program and expands upon the comprehensive PACT program policy and process changes announced in NAVADMIN 118/18, Professional Apprenticeship Career Track Program Changes. Effective immediately, PACT Sailors will be approved for designation based on the requisition for which they are selected in MyNavy Assignment (MNA). MILPERSMAN 1306-611, Professional Career Track (PACT) Program, is being updated to incorporate changes announced herein and in NAVADMIN 129/19, Selective Reenlistment Bonus and Pay for Performance Pilot Update June 2019.
