SOP CHANGES SUMMARY - FEBRUARY PIV_Auth Certificate In accordance with NAVADMIN 200/18, NSIPS will no longer support authentication via the ID (non-email) certificate after 3/5/2020. After Thursday, users will only be able to access NSIPS by using the PIV_Auth certificate. 4. Ops Alerts: Ops Alert 009-20 EAW Procedural Updates New E3 accessions who have graduated from “A” School and are time-in-rate (TIR) eligible for advancement to E4 may have arrived at a command without completing the Professional Military Knowledge Eligibility Exam (PMK-EE) requirement by the 01 March 2020 deadline date. This OPS ALERT permits these candidates to take the Navy-Wide Advancement Exam (NWAE) only if the PMK-EE E4 is completed prior to the E4 NWAE administration date (i.e., prior to 19 March 2020). Ops Alert 008-20 Command Pay/Personnel Administrator Role Update As a follow-up to last month’s NSIPS Release 1.4.19.0 What’s New For You AND Ops Alert 004-20 What’s New For You NSIPS 1.4.19.0 Version 2 (Summary) entry. Command Pay Personnel Administrator (CPPA) User Role has been updated so that the CPPAs can process Panels 1-4 to include processing Gains under ACCs associated with Permanent (ACT) Gains and TEMDUINS (TEM) Gains. Servicing PSDs shall ensure that CPPAs are trained on the new process. CPPAs can now go to Activity Report and complete the entire gain process. The Activity Report feature shall be utilized to complete Panel 1. Under Activity Report, the CPPA Activity Gain – Pending shall be utilized to complete Panels 2-4. Ops Alert 007-20 Updated NPPSC 1300/2, 1300/3, and 1300/4 Forms NPPSC Forms 1300/2, 1300/3, and 1300/4 forms have been updated. NPPSC 1300/2 – (PCS and TDY) Traveler Checklists are not a required retain document by travel processing centers, but CPPAs are encouraged to utilize checklist when processing travel claims NPPSC 1300/3 - Transfer Checklist has been updated to reflect current systems and processes for transfers NPPSC 1300/4 - Receipts Checklist has been updated to reflect current systems and processes for receipts Forms can be found at: https://www.public.navy.mil/bupers-npc/reference/forms/Pages/NPPSCForms.aspx Ops Alert 006-20 Annual Training/Active Duty Training (AT/ADT) Electronic Muster (eMuster) Starting on 28 February 2020 the new AT/ADT eMuster application will be the primary submission process via Navy Standard Integrated Personnel System (NSIPS) as part of the MyNavy HR Transformation and Sailor 2025 Overview: When a Reserve Sailor performing AT/ADT orders reports on board, the gaining Command, Command Pay and Personnel Administrator (CPPA), will utilize the AT/ADT eMuster application to check the member in for duty. CPPAs will no longer have to manually scan AT/ADT orders into TOPS to transmit to Transaction Support Center (TSC) Norfolk for processing. TSC Norfolk Pay Clerks and Pay Supervisors will be notified in NSIPS of the member’s check-in and begin processing orders for payment. Upon completion of AT/ADT, the gaining command CPPA will utilize eMuster to check the member out for duty. AT/ADT Orders 30 days or less are considered “Short Tour” and will not require AT/ADT orders to be uploaded for supporting documentation. AT/ADT Orders 31 days or greater are considered “Long Tour” and WILL require AT/ADT orders to be uploaded for supporting documentation to verify BAH entitlements. (Future development of AT/ADT eMuster will automatically upload orders from Navy Reserve Order Writing System (NROWS)) TSC Norfolk will process 100% of “Short Tour” AT/ADT orders performed CONUS and OCONUS. OCONUS “Long Tour” executed orders will continue to be processed at OCONUS Detachments. The authorization is effective February 10, 2020. The U.S. State Department will determine the ending date of this authorization later. MPA 05/20 FY-20 Updates to the Military Spouse Licensure Reimbursement Program The purpose of this Military Pay Advisory is to re-announce the Military Spouse Licensure Reimbursement Program (MSLRP) initially announced in MPA 15/19 and updated in MPM 1754-040. Updates. The following two key updates to the MSLRP are effective 20 December 2019: Maximum Amount Authorized. Members, who were issued PCS orders on or after 20 December 2019 may be reimbursed up to a maximum of $1,000 per MPM 1754-040, paragraph 3(a). Elimination of Consecutive PCS Assignment Requirement. IAW MPM 1754-040, paragraph 3(c)(1) removes the requirement that a spouse maintain the professional license subject to reimbursement throughout consecutive PCS duty stations. Review also MPM 1754-040 Military Spouse Licensure Reimbursement, which was updated this month. PPIB 20-02 Military Spouse Licensure Reimbursement Program (MSLRP) Background. The Department of the Navy is dedicated to supporting families and currently provides resources and advocacy for spouse employment. Per MPA 15/19 and MPM 1754-040 the Navy was able to provide reimbursement for members up to $500 for state licensure and certification costs of a spouse of a member of the Armed Forces arising from relocation to another state due to a permanent change of station (PCS) transfer for members whose PCS orders were issued on or after 12 December 2017 through 19 December 2019. 6.
