SOP CHANGES SUMMARY -MARCH A. Military Personnel Guidance for DoD and OSD Component Heads and Military Commanders in Responding to Coronavirus Disease (COVID-19) provides supplemental military personnel guidance to DoD and OSD Component Heads and military commanders (collectively referred to as “commanders”) for the administration of personnel policies and pays and benefits in the context of the effects created by the spread of COVID-19. It is intended to identify flexibilities to help DoD minimize risk to military personnel and their families, respond to evolving situations, as well as ensure the readiness of our force to continue to execute our missions and support our domestic and international partners. Commanders have broad authority to exercise sound judgment in all cases, and this guidance describes available authority and flexibility that can be applied to promote, rather than to restrict, possible solutions. B. Ops Alerts 1. Ops Alert 015-20 - Transfer Of New Accession Students On Current Orders To Next Training Location with PDF Issues. : Updated memorandum will allow a temporary 60-day pen-and-ink change vice the now 30 day due to COVID-19 Pandemic. 2. Ops Alert 014-20 - Advances for Evacuations. NPPSC 1300/1 (Rev. 08/19) is the only form authorized for use in requesting advances. This OPS Alert is to provide guidance on what should be filled out for military and civilians requesting advances. 3. Ops Alert 013-20 - E-Submission Release 3.4.2.1 with PDF Issues. On 27 February 2020, BOL e-Submission released Version 3.4.2.1. The new e-Submission version (3.4.2.1) has a process to identify and stop corrupted PDF documents from being uploaded. When the e-Sub user tries to e-Sub corrupted documents, the application will return an error message that reads “PDF format not supported. This could be a software or scanner setting. Documents that cannot be uploaded must be mailed to PERS-313”. PERS-313 has identified a workaround to fix the corrupted PDF file by converting the PDF file to a new PDF by using the process described with in. When the user follows the process, the user should be able to re-submit the PDF document in e-Submission without getting the error - in short, the corrupted PDF document is “fixed” by converting it to a new PDF and saving it with a new filename different than the previous one. 4. Ops Alert 012-20 - 60 Day Delay to Administer Navy Wide Advancement Exam Cycle 247 for Exam Paygrade E-4 and All E-4 Through E-6 Substitute Exams and Cycle 106 SELRES Exams Approved for Late Administration. Due to precautionary measures set in place to mitigate the spread of COVID-19 as outlined in NAVADMIN 069/20, Cycle 247 Navy Wide Advancement Exam (NWAE) for E4 candidates has been rescheduled to 21 May 2020 for Active Duty and Full Time Support. For Cycle 106, all E4 through E7 Selective Reserve (SELRES) NWAEs that have been approved for late administration must be given on the first available drill weekend after 22 May 2020. Cycle 247 substitute exams for all paygrades shall be administered no later than 12 June 2020. (also NAVADMIN 69/20) 5. Ops Alert 011-20 - Limited Services for DEERS/RAPIDS ID Card Sites during COVID-19 Pandemic. Due to COVID-19 concerns, ID card sites are performing time sensitive services only. The following services will be provided but limited to: Customers that have a Common Access Card (CAC) or Teslin that will be expiring in the next 30 days, CAC/PIN resets, new CAC issuance, and customers required to update DEERS to enroll/disenroll a dependent will continue to receive services. Walk-ins will be granted on a case by case basis. It is highly encouraged that an appointment is scheduled prior to reporting to the ID card facility. Ops Alert 010-20 - Processing of Fleet Reserve Sailors as a Result of Being Selected for Non-Continuation from the FY 20 Senior Enlisted Continuation Board FY 2020 Active Duty Navy Senior Enlisted Continuation Board Amplifying Guidance from CHNAVPERS. The following guidance is provided to assist in preparation of the DD Form 214 for Sailors directed by the Senior Enlisted Continuation Board to transfer to the Fleet Reserve. CHNAVPERS has directed the appropriate Separation Program Designator (SPD) Code for members not selected for continuation as LFF (Secretarial Authority). Prepare the DD Form 214 as follows: Block 23: Transferred to the Fleet Reserve Block 24: Honorable Block 25: MILPERSMAN 1830-040 Block 26: LFF Block 27: RE-4 Block 28: Secretarial Authority Include the following narrative in Block 18: This is an involuntary directed retirement/transfer to the Fleet Reserve directed by CHNAVPERS and member is considered to have completed his or her previously approved transfer of education benefits related service under the Post 9/11 GI Bill. 7. Ops Alert 009-20 - EAW Procedural Updates New E3 accessions who have graduated from “A” School and are time-in-rate (TIR) eligible for advancement to E4 may have arrived at a command without completing the Professional Military Knowledge Eligibility Exam (PMK-EE) requirement by the 01 March 2020 deadline date. This OPS ALERT permits these candidates to take the Navy-Wide Advancement Exam (NWAE) only if the PMK-EE E4 is completed prior to the E4 NWAE administration date (i.e., prior to 19 March 2020). C. MPAs and PPIBs 1. MPA 14-20 Hardship Duty Pay - Restriction of Movement (HDP-ROM) (See also PPIB 20-05 below). Effective as of the date of OSD Memorandum (March 13, 2020), Service Members ordered by their command to restriction of movement for self-monitoring due to exposure or suspected exposure to COVID-19 [OR] travel to, from, or through a Centers for Disease Control and Prevention (CDC) Level 3 Travel Health Notice Country, and that are directed to do so at a facility that is neither provided by the U.S. Government nor is their personal residence at the member's permanent duty station (PDS), will be paid $100.00 per day not to exceed $1,500.00 per month, if such members are required to pay for the cost for their lodging without full or partial reimbursement. Payment procedures for Hardship Duty Pay - Restriction of Movement (HDP-ROM) are outlined in the subject MPA. 2. MPA 13-20 DJMS-RC Update Schedule for the Work Months of April, May, and June 2020. The purpose of this message is to publish the DJMS-RC update schedule identifying the run date, type of update, pay date, and high date paid for the work months of April, May and June 2020. 3. MPA 12-20 DJMS-AC Update Schedule for Mid-Month (MM), Month End Restructure (MER), and First Update for the Work Months of Apr, May and Jun 2020. The purpose of this message is to publish the DJMS-AC update schedule identifying the first update, mid-month (MM), and month end restructure (MER) for the work months of April, May, and June 2020 4. MPA 10-20 COVID-19 Evacuation LOAs. The purpose of this message is to disseminate the lines of accounting classifications (LOAs) to be utilized in processing evacuation payments (OCONUS and CONUS) for dependents of military members (MPN & RPN) connected with the authorized or ordered departure of all non-essential personnel from any diplomatic or consular post, military installation or independent duty assignment due to COVID-19. The LOAs published in this MPA are to be utilized throughout the life cycle of this event. The LOAs published in this MPA are to be utilized only for military dependents (MPN & RPN) evacuation payments. Please note the change in the LOA construct effective FY-20. 5. MPA 09-20 Exemption from repayment of Voluntary Separation Pay. The purpose of this message is to announce the exemption of service members who are involuntary recalled to active duty or full time national guard and who also incur a total service connected disability from the requirement to repay voluntary separation pay. 6. MPA 08-20 Milan Italy Evacuation LOAs. The purpose of this message is to disseminate the lines of accounting classifications (LOAs) to be utilized in processing evacuation payments for dependents of military members (MPN & RPN) connected with the authorized departure of all non-essential personnel from the Geographic Areas of Interest (GAOI) identified in the referenced State Department cable. The authorization is effective March 5, 2020. The ending date of this authorization will be determined at a later date by the U.S. State Department. 7. MPA 07-20 Continued CZTE for Assignment to Lebanon. Combat Zone Tax Exclusion (CZTE) benefits for all military personnel in Lebanon who were serving in direct support of military operations in the Arabian Peninsula combat zone have been authorized retroactive to 12 Feb 2020. DJMS tables have been updated to recognize CZTE coding for Lebanon (LB), which should be used when service members enter the designated areas of Lebanon. Field activities are encouraged to inform all eligible members of this entitlement who may have been assigned to Lebanon in direct support of military operations in the Arabian Peninsula combat zone since 12 Feb 2020 and did not receive the CZTE. Field activities should assist members regarding credits by having them provide a copy of their orders as supporting documentation for the CZTE adjustment. Procedures Training Guide (PTG) Table 1-10-1 will be updated in conjunction with the DoDFMR VOL 7A CH 44, Figure 44-1 to reflect continuance of CZTE entitlement for Lebanon. 8. PPIB 20-06 Joint Travel Regulation Update. The Defense Travel Management Office (DTMO) has just released revisions to the Joint Travel Regulation (JTR) addressing travel allowance issues pertaining to Isolation, Awaiting Transportation and Government Funded Leave and a new entitlement Hazardous Duty Pay - Restriction of Movement (HDP-ROM) due to COVID-19. Allowances If Ordered To Delay Proceeding After Departing Or Detaching From The Old PDS. 9. PPIB 20-05 Hardship Duty Pay - Restriction of Movement (HDP-ROM) (See also MPA 14-20 above). Section 352. D. NAVADMINs 1. NAVADMIN 069/20 Supplemental for E-4 through E-7 February (Cycle 106) Selective Reserve and March 2020 (Cycle 247) E4 through E6 Active-Duty, Full- Time Support and Canvasser Recruiter Navy-Wide Advancement Examinations (See also Ops Alert 12-20 above). This NAVADMIN supplements examination administration guidance to mitigate the spread of COVID-19 throughout the Navy. All enlisted advancement exams after 17 March 2020, active and reserve component makeup/late exams are rescheduled with the following administration dates: a. 21 May 2020 Cycle 247 (E-4 only) Active Duty and Full-Time Support (FTS) regular Navy-wide Advancement Examinations (NWAEs). b. 22 May 2020 Cycle 106 (E-4 through E-7) Selective Reserve (SELRES) NWAEs approved for late administration on the first available drill weekend after this date. c. 12 June 2020 Cycle 247 (E-4 through E-6) final date to administer substitute exams. 2. NAVADMIN 075/20 Maintaining and Protecting the Navy Accessions Supply Chain (Corrected Copy). This NAVADMIN implements ASN (M&RA) Memo on Maintaining and Protecting Department of the Navy Accessions Supply Chain and directs the implementation of measures to maintain and protect the Navy Accessions Supply Chain, from recruiting, through initial military training and follow-on training, to a new Service Members first duty station (i.e., Street to Fleet). (See also NAVADMIN 080/20 and Navy Officer Pipeline Accession Memos) 3. NAVADMIN 082/20 Navy Transition Assistance Program Policy Update for COVID-19. This NAVADMIN announces the immediate suspension of all Navy Transition Assistance Program (TAP) in-person classes until further notice in order to minimize the risk of exposure to COVID-19. Commanders must continue to ensure transitioning Service Members are prepared to reintegrate into the civilian community, especially in the challenging times we face. See also NAVADMIN 089/20 Voluntary Extensions for Active Component Navy Members with Approved Separation or Retirement Dates. 4. NAVADMIN 083/20 Restriction of Movement (ROM) Guidance (See also MPA 14-20 and PPIB 20-05 above). This NAVADMIN clarifies the definition of ROM, provides amplifying guidance, and delineates responsibilities for execution of ROM. 5. NAVADMIN 088/20 Reporting Requirements for Authorized and Ordered Departures. This NAVADMIN announces reporting requirements for authorized or ordered departures due to COVID-19. These reporting requirements will also apply to any future COVID-19 related authorized or ordered departures. 6. NAVADMIN 089/20 Voluntary Extensions for Active Component Navy Members with Approved Separation or Retirement Dates. This NAVADMIN announces the deliberate path of the Navy to mitigate the effects of COVID-19 and maintain operational, Sailor and family readiness. Due to the uncertainty regarding the duration of the COVID-19 Pandemic, the mandated all stop on PCS travel and the resulting effect on the U.S. economy, the incentives and extensions in this NAVADMIN will help provide some stability to both the Navy and our families. The Navy is accepting applications from officers and enlisted personnel who desire to delay their separation or retirement. Service Members with an approved separation or retirement date before 1 April 2021 are eligible to submit a request to their detailer to have their separation or retirement date delayed between 6 and 12 months (duration specified by Service Member). All Service Members interested in extending, are invited to apply, but priority for approval will be given to those Service Members filling sea duty and critical billets. Requests must be received by 1 July 2020. Command endorsed requests to delay a separation or retirement date should be initiated through the appropriate detailer. (See also NAVADMIN 082/20 above) 7. NAVADMIN 091/20 Nuclear Enlisted Supervisor Retention Pay Update. This NAVADMIN announces revised nuclear Enlisted Supervisor Retention Pay (ESRP) award levels and supersedes NAVADMIN 085/19, Enlisted Supervisor Retention Pay Update. Selective Reenlistment Bonus (SRB) award levels for nuclear-trained Sailors are published separately in line with NAVADMIN 272/19, Selective Reenlistment Bonus and Pay For Performance Pilot Update December 2019, with updates posted on MyNavy Portal (MNP) under the *SRB* tab at: https://www.mnp.navy.mil/group/pay-and-benefits. The ESRP program provides a retention incentive to senior Navy nuclear-trained enlisted Sailors with highly specialized skills. 8. NAVADMIN 097/20 Common Access Card Issuance Policy Update for COVID-19. This NAVADMIN announces and provides temporary guidance for Navy personnel who require Common Access Card Identification (CAC)/(ID) services during the COVID-19 emergency. To maximize force health protection and ensure continuity of operations, all Navy Real-Time Automated Personnel Identification System (RAPIDS) sites will only accept customers who have made CAC online appointments. Priority support will be provided to those with time sensitive situations (e.g. active-duty Service Members whose CAC has been lost/stolen or is expiring within the next 60 days, ID card issuance for newly retired members, dependents with cards expiring within the next 30 days and CAC PIN resets). If unable to schedule an appointment, customers will be serviced via a controlled walk-in process for CAC PIN resets only. Navy RAPIDS sites shall screen customers before entry in line with the Center for Disease Control and Navy guidance. All customers are expected to complete a self-screening questionnaire before accessing the RAPIDS facility. The screening questionnaire will be prominently posted at the entrance to each facility. Those currently sick or who have been in close personal contact with someone diagnosed with COVID-19, or those who have recently traveled (internationally or domestically outside their local area) will be denied entry.
