THIS MESSAGE TARGETS PERSONNEL, ADMINISTRATIVE, DISBURSING, AND PASS OFFICES 
REGARDING CURRENT PAY/PERSONNEL ISSUES FOR BOTH ACTIVE AND RESERVE PERSONNEL. 

2. ISSUE 201301: Authorized Departure for Individuals at Higher Risk from COVID-19-
TERMINATION OF DEPARTURE AUTHORITY. The content of ISSUE 201301 is the text of the 
Under Secretary of Defense's Memorandum dated April 16, 2020 listed as reference (a).

The Department of State (DOS) has terminated departure authority under the previously 
approved Authorized Departure for individuals at higher risk from COVID-19 (Global AD), 
effective May 7, 2020.

Under the memorandum issued by my office on March 20, 2020, DoD Eligible Family Members 
(EFM's) and civilian employees who determined they were at higher risk of a poor health 
outcome to COVID-19 or who requested departure based on a commensurate justification in 
foreign areas--as well as civilian employee and/or other EFM's who may have needed to 
accompany them--were authorized to depart, provided that they also had obtained a waiver 
from applicable DoD travel restrictions.

DoD EFM's and civilian employees who did not have travel orders approved prior to 
May 7, 2020, may no longer avail themselves of the opportunity to depart.

DOS has extended the Global AD until June 11, 2020, for those currently at safe havens 
under the Global AD, or who remain eligible to depart to safe havens.  This extension 
applies to DoD EFM's and civilian employees in these circumstances.

3. ISSUE 201302. Evacuation allowances for personnel on Authorized Departure orders 
will end at 2400, Thursday, June 11, 2020.  Authority to expend funds from lines of 
accounting classification listed in ref (b) will end at this time. No per diem, 
miscellaneous expenses or transportation costs incurred on or after 0001, Friday, 
June 12, 2020 will be authorized for reimbursement unless an extension is granted 
through the Secretarial Process.
