ISSUE 201901: In accordance with reference (a) the U.S. Department of State has extended Authorized Departure (AD) for any diplomatic or consular post for eligible family members (EFM’s) through August 10, 2020. This authorization includes DoD EFM’s and civilian person — to include a civilian employee and/or other EFM’s who may need to accompany them — who have determined they are at a higher risk of a poor outcome if exposed to COVID-19 or who have requested departure based on a commensurate justification in foreign areas. The extension of the Authorized Departure applies to DoD EFM’s and civilian employees currently at Safe Havens under the original Authorized Departure. DoD EFM’s and civilian employees who did not have travel orders approved prior to May 7, 2020, may no longer avail themselves of the opportunity to depart, consistent with OSD’s guidance memorandum dated May 21, 2020. 3.
