Ops Alert 048-20 PMK-EE Mobile App Version Update The mobile application (App) of the Professional Military Knowledge - Eligibility Exam (PMK-EE) was updated to App version 2.7.3 and content version 2.0.0 on 05 August 2020. This version is now available for download through the Navy App Locker, and the Apple and Google App Stores. a. The following significant changes are included in the PMK-EE mobile App upgrade: Updated content and references preserves Sailors progress during version updates Includes a printable copy of the completion certificate in the email sent to the Navy Training Management and Planning System (NTMPS) b. Distribution of PMK-EE content updates to Navy e-Learning (NeL) ashore and afloat, and Submarine On-Board Training (SOBT), is expected to begin in early September. c. The ESO/Command ESO now has the ability to refresh EAW data when Sailor worksheets are not in a closed status. The option to refresh EAW data for an individual worksheet will update PMK-EE completion information. d. The deadline to complete the PMK-EE requirement for Cycles 248 and 107 was 31 Aug 2020. 2. Ops Alert 047-20: Administration of NWAE Cycles 248 (AD/FTS) and 107 (SELRES) As reported in last months Monthly Summary and emphasized again in this Ops Alert, NAVADMIN 222/20 provides the policy and procedures on how to administer NWAEs Cycle 248 Active Duty/Full-Time Support (AD/FTS) and Cycle 107 Selected Reserve (SELRES). a. Administration windows for Cycle 248 AD and FTS E-6 exams will take place from 1 through 16 Sep 2020 and E-5 exams will take place from 17 through 30 Sep 2020. Within EAW the close date for E-6 will be set at 10 Sep 2020 and for E-5 the close date will be set at 24 Sep 2020. EAWs should be completed before these dates. If you must deviate from the E-6 and E-5 administration windows, but still plan to administer an exam within the month of September, you must request and receive permission from PERS-803 prior to the deviated administration. If approved, you must use the regular administration NWAE. Do not forget to change the EAW exam date to the actual date of exam administration. If Cycle 248 NWAE is administered outside the month of September, a substitute exam must be requested and administered. Do not forget to change the EAW exam date to the substitute exam date. b. Cycle 107 SELRES E-5 and E-6 and E-4 PRISE-R exam administrations will occur from 1 Sep through 31 Oct 2020. Every effort should be made to spread the administration of the exams evenly throughout the two-month period in order to minimize the number of exam-takers at any one administration to ensure maximum social distancing. For Cycle 107 EAW, the close date will be set at 31 Oct 2020. c. Following the administration of exams, it is critical that answer sheet packages are mailed expeditiously. Do not hold answer sheets until the end of the testing window. d. E-3 Sailors eligible to take the Fall E-4 Cycle 248 or Cycle 107 exam will be given the opportunity for advancement using the same alternative Final Multiple Score (FMS) process that was utilized for Spring 2020 Cycle 247 E-4 candidates. The success of this process will be dependent upon the accurate and timely completion of E-4 EAWs to establish advancement cycle participation. AD/FTS Cycle 248 E-4 EAWs must be completed by 25 Sep 2020. SELRES Cycle 107 E-4 EAWs must be completed by 30 Sep 2020. 3. Ops Alert 046-20: Navy Standard Integrated Personnel System (NSIPS) Guide for Requesting E-mail Support Navy Pay and Personnel Support Center (NPPSC) is providing guidance to standardized trouble ticket submissions when requesting e-mail assistance from the Navy Standard Integrated Personnel System (NSIPS) Helpdesk. https://mpte.navy.deps.mil/sites/npc/pers2/SOPs%20Updates/2020/SOP%20CHANGE %20SUMMARY-AUGUST-2020 Due to COVID-19 concerns, the NSIPS Helpdesk representatives are teleworking, but they do not have the capability to answer calls from their service number remotely. One of the main challenges they are experiencing is the information left on voice messages and e-mail/web tickets is not sufficient to provide timely, accurate support. To rectify this concern, the NSIPS team developed an information sheet detailing the data fields required for the NSIPS Helpdesk to resolve a trouble ticket. This information sheet will help standardize requests from the field, enable more timely NSIPS support, and will ultimately better serve the Fleet. 4. Effective September 1, 2020 through December 31, 2020 the deferment of FICA taxes for everyone earning less than $4000 bi-weekly, has been ordered and has commenced. As a result, your net pay on September 15, 2020 could be slightly higher due to a temporary change in Social Security (Old Age, Survivors, and Disability Insurance or OASDI). Per IRS guidance, this deferral will be collected from your wages between January 1, 2021 and April 30, 2021. When Request Type is Fleet Reserve, Regular Officer Resignation, Regular Retirement, Non-Regular Officer Resignation, Non-Regular Retirement with Pay or Non-Regular Retirement without Pay, R&S will compare the Requested Date with the Obligation End Date (OED) and if the Requested Date is before the OED, the request will not be allowed to be submitted unless the member uploads a GI Bill revocation document and clicks a check box which says, "I understand that my dependents will not be able to use the GI Bill in the future." This is a hard stop. b. Active Duty Strength Loss.
