As part of the update process 2020/2021 NAVADMINs thru 003/21, PPIBs (thru 20-39), MPAs (thru 36-20), NPPSC Ops Alerts, NSIPS Upgrades/Releases/WNFY/Smart Sheets and other Pay/Pers community feedback/updates were reviewed to identify additional reference documents and procedural changes/work arounds required for the existing SOPs. Changes/updates with the most significant impact to the SOPs and PAYPERS community include: A. Salesforce CRM to TOPS Transition Interim SOP Updates All the Pay, Personnel, and Travel SOPs have been updated to reflect the TOPS to Salesforce CRM transition during which period both systems may be in use depending upon the rollout and administration of Salesforce CRM accounts. Consequently the KSD transfer step(s) (CPPA) and the KSD receipt step(s) (PSD/TSC) within the SOPs contain the following Note: During the TOPS to Salesforce CRM transition period, the continued use of TOPS as a method of Key Supporting Document (KSD) delivery is authorized until NPPSC communicates the cutover for your supporting PSD or TSC. A full implementation is tentatively scheduled for 1 April 2021, after that date no further transactions will be allowed within TOPS and all cases will be created within the Salesforce PERSPAY console. A complete update to all SOPs to remove reference to TOPS will be completed prior to that date and new SOPs will be launched after 1 April 2021. Exceptions to the continued use of TOPS beyond April 1 will be considered on a case-by-case basis and require the approval of the supporting PSD or TSC OIC or Director. There will be no exceptions to use TOPS after 30 September 2021. Additionally the Systems Description section of the SOPs has been updated: Salesforce CRM: Salesforce CRM PERSPAY Console enables designated command personnel to communicate safely and efficiently with the supporting PSD, TSC or TPD via the Internet. Customer commands submit, track, and receive feedback on pay, personnel, and travel related transactions. Salesforce CRM PERSPAY Console uses secure network protocol to protect Service Members’ Personally Identifiable Information (PII) when transferring personnel documents used to update corporate systems. As the TOPS to Salesforce CRM transition progresses, further iterative updates will be made to the SOPs until TOPS is completely replaced and all previous references to TOPS are removed and replaced with Salesforce CRM. Ops Alert 059-20 Loss Code 970 Used in Error The 970 Loss Code is used when a Service Member is within first 180 days of continuous active duty and notified for separation. Such separations are identified as Entry Level Separations (ELS). There is NO other reason to use the 970 Loss Code IAW MPM 1910-308. PERS-832 has worked with the NSIPS/NP2 Data Custodian to pull data from NRMS/NES and have finished analyzing a sample of over 900 records with >6 months length of service at time of separation. In analyzing this data it has been identified that many cases were inappropriately assigned a 970 Loss Code, contrary to MPM 1910-308. Please ensure to use the correct loss codes for ADSEP processing for Entry Level Separations after six months length in service IAW MPM 1910-308. F. MPAs and PPIBs 1. In accordance with Ref (a), a Temporary Exception to Policy (ETP) has been granted to include training time conducted enroute to an operational deployment to be counted towards the 220-day eligibility threshold when the ship, unit, detachment, or individual does not return to homeport/ station/base at the completion of training and that training is immediately followed by an operational deployment which exceeds 220 consecutive days. Issue 203902. Effective Period of this ETP. This exception to policy is effective for all training connected with an operational deployment listed in Issue 203901 effective December 11, 2020. This exception to policy only applies to ships, units, detachments, or individuals not attached to a unit or detachment that depart the homeport/ station/base before October 1, 2021. Ships, units, detachments, or individuals not attached to a unit or detachment who depart on or after October 2, 2021 refer to Ref (b). Note: Ref (b) has authorized Hardship Duty Pay-TEMPO through FY 2022. G. NAVADMINs 1. NAVADMIN 331/20 Navy System Authorization Access Request-Navy (SAAR-N) Reciprocity This NAVADMIN authorizes System Authorization Access Request-Navy (SAAR-N) reciprocity between Navy commands to streamline the network access process. All Department of the Navy (DON) Information Technology (IT) users shall have an approved SAAR-N on file prior to being granted access to networks, systems, or applications. This NAVADMIN allows acceptance of a SAAR-N issued by the current command of a user to approve access on another commands network, system, or application of the same or lower classification level and need-to-know status. Reciprocity is a mutual agreement among participating enterprises to accept each other’s security assessments in order to reuse IT resources and to accept each other’s assessed security posture to share capabilities. Until a central repository is established for SAAR-N forms, commands will accept reciprocity at the command-level. Users who require access to systems that have additional need-to-know requirements or are of a higher level of security clearance than is reflected in the existing SAAR-N will require additional documentation or a new SAAR-N. 2. NAVADMIN 326/20 March 2021 (Cycle 251) Active-Duty and Full-Time Support E-4 through E-6 Petty Officer Navy-Wide Advancement Examinations This NAVADMIN announces the guidance for the administration of the March 2021 (Cycle 251) Navy-Wide Advancement Exam (NWAE) for advancement-in-rate of Active Duty (AD) and Full-Time Support (FTS) Sailors to paygrades E-5 and E-6 and the use of an alternative Final Multiple Score (FMS) rank-order method, without an exam, for E-4 advancement candidates. As a continued safety measure due to the Coronavirus 2019 (COVID-19) outbreak, E-4 advancement candidates will not participate in an exam but will be given the opportunity for advancement using an alternative FMS rank-order method, without the inclusion of an exam score from a proctored exam. E-5 and E-6 advancement candidates will be administered the NWAE utilizing testing windows vice single-day testing. These expanded testing windows will allow for smaller groups of test takers to ensure adequate social distancing can be maintained between testers at testing facilities, while maintaining the high standards and continued culture of learning that drive our enlisted advancement system. This is identical to the advancement policy used in the 2020 Fall NWAE cycle. NAVADMIN 314/20 Spring 2021 (Cycle 108) Navy-Wide Advancement Examination for Selected Reserve E-4 through E-7 Candidates This NAVADMIN announces the guidance for the administration of the Spring 2021 (Cycle 108) Navy-Wide Advancement Exam (NWAE) for Selected Reserve (SELRES) Sailors in paygrades E-5 through E-7 and E-4 Prior Service Reenlisted Eligibility Reserve (PRISE-R) candidates and the use of an alternative final multiple score (FMS) rank-order method without an exam for all other E-4 advancement candidates. As a continued safety measure during the coronavirus disease 2019 (COVID-19) outbreak, E-4 exams (with the exception of PRISE-R) have been cancelled and an expanded testing window has been established for E-4 PRISE-R, E-5, and E-6 candidates. E-7 candidates will complete their exams from 1-28 February in order to meet deadlines for the Chief selection Boards. These expanded testing windows will allow for smaller groups of test takers to ensure adequate social distancing can be maintained between testers at testing facilities, while maintaining the high standards and continued culture of learning that drive our enlisted advancement system. All candidates serving on voluntary recall, mobilization or as Canvasser Recruiters (CANREC) will compete for advancement as a SELRES.
