ALNAV 009/21 Promulgation of the Manual of the Judge Advocate General (JAGMAN) As authorized by the Secretary of the Navy, the Judge Advocate General of the Navy has promulgated JAGINST 5800.7G Manual of the Judge Advocate General (JAGMAN), on 15 January 2021. JAGINST 5800.7G represents a complete revision and all other versions shall be replaced. Among other changes, JAGINST 5800.7G adds sections 0142a and 0142b to implement additional crime victim notification requirements pursuant to Public Law 116-92, National Defense Authorization Act for Fiscal Year 2020. Ops Alert 005-21 New Accession Training (NAT) Timeliness/Document Submission Timely processing of Reserve New Accession Training (NAT) Sailors is imperative to the mission, and to the Sailor. Delay in processing will result in significant overpayment to the Sailor. NAT Sailors are processed as Active Duty Sailors through the completion of Class “A” or Class “C” school to check-in at the NOSC. Processing a NAT Sailor for separation should take place within 10 days of reporting to their NOSC. This requires major steps to be accomplished and can only be accomplished with teamwork between the NOSC and TSC/PSD. a. Documents required for processing gain to NOSC: Endorsed Orders reporting to NOSC as ACC 380 DD 1351-2 completed b. Documents required for processing separation to reserve component: NPPSC 1900/1, Separations Questionnaire Endorsed demobilization orders, including any and all modifications NAVCOMPT 3065, Leave Request/Authorization (for terminal leave) Leave Carry-Over NAVPERS 1070/613, if applicable VMET Document if significant training, NECs/NOBCs, etc. were earned during the inclusive active duty period. Delays or errors in the submission and processing of either the gain or separation cause significant entitlement issues. Any issues with document submission must be clearly communicated between TSC/PSD and NOSC to quickly resolve issues and minimize processing delays. CPPAs/NOSCs shall start placing NAT GAIN or NAT SEP in TOPS Transaction naming convention, so the TSC/PSD is fully aware of the transaction and timeline and ensure all Key Supporting Documents (KSD) are submitted IAW all policies and procedures set forth in SOPs, NAVADMINs, and instructions. 2. Ops Alert 004-21 Reimbursement of COVID-19 Testing Sailors who must travel to deployed units are required to obtain a COVID-19 test prior to travel. Military medical treatment facilities (MTFs) are the primary sites for providing testing, free of charge to the Sailor. If the MTF cannot provide testing, the Sailor may be required to pay for testing through a non-military provider. A COVID test could cost up to $500 and could result in a significant financial hardship for a Sailor. When it is known the Sailor will incur the cost of a test and the Sailor intends to request a travel advance, the advance should be immediately submitted. The Sailor will need to provide documentation to support the travel advance request, such as a command memo or documentation from the medical office displaying the estimated cost of testing. The Sailor should maintain a receipt for payment of the test and submit with travel claim settlement. This advance is IAW DoDFMR Vol 9 Chapter 5 and the JTR. 3. Ops Alert 003-21: Submission of Demobilization Packages for Separation There has been an increase in the number of Sailors being overpaid due to untimely submissions of demobilization packages to the Reserve Services Branch (RSB). To avoid overpayment, distributive demobilization packages must be submitted a minimum of 60 days in advance of the demobilization date per the Separations SOP. Failure to do so may result in the Sailor being overpaid. Special attention should be placed on the end date of Active Duty for Operational Support (ADOS) orders when planning the Sailors terminal leave, travel days, and possible restriction of movement (ROM) time. Demobilization packages consist of: NPPSC 3060/1, Mobilization/Demobilization Checklist, with completed sections I, II, and IV only. Specify the member’s intended mode of return travel in the “Additional Comments/Notes” portion of section VI NPPSC 1900/1, Separations Questionnaire Endorsed demobilization orders, including any and all modifications Annual Statement of Service History (ASOSH) NAVCOMPT 3065, Leave Request/Authorization (for terminal leave) Leave Carry-Over NAVPERS 1070/613, if applicable Post-Deployment/Mobilization Respite Absence (PDMRA) NAVPERS 1070/613, if applicable ROM Orders Letter, for those Sailors directed to ROM by their NRA VMET Document if significant training, NECs/NOBCs, etc. were earned during the inclusive active duty period Demobilization packages are to be submitted to the RSB via TOPS/Salesforce by the member’s NRA/Separating Authority prior to the member departing from active duty. If the required 60-day window for Demobilization package submission is not possible (i.e., shorter notice DEMOB orders), the NRA/Separating Authority must ensure completion of NPPSC 1900/1 with the member’s planned dates (separation, leave, and ROM as applicable) and submission to the RSB ASAP via TOPS/Salesforce. This will allow the RSB to temporarily stop the member’s pay on the expected date of separation, thus preventing overpayment. Note: Although the pay will be suspended as soon as possible with late submissions, it may take up to 60 days to separate the member (from the date the completed package is received by RSB) and for members to receive their final pay and reflect as DSC 200 in NSIPS. 4. Ops Alert 002-21 PMK-EE Extension for Early Promote (EP) Candidates for Exam Cycles 250 & 108 Due to the change of the 2020 E-6 periodic evaluation completion date to 15 December 2020, OPNAV N132, has authorized the completion date of the E-7 PMK-EE for EP TIR Waiver candidates only to: - No later than 29 January 2021 for AD/FTS, Cycle 250 - No later than 31 January 2021 for SELRES, Cycle 108 NAVADMIN 223/20 announced the due date for the E-6 periodic evaluations was extended to 15 December 2020. In consideration for the late submission, all EP TIR Waiver E-6 Sailors eligible to participate in the Cycle 250 E-7 NWAE are authorized to complete the E-7 PMK-EE no later than 29 January 2021. All EP TIR Waiver E-6 Sailors eligible to participate in the Cycle 108 E-7 NWAE are authorized to complete the E-7 PMK-EE no later than 31 January 2021. 5. Ops Alert 001-21 Phase 1 of the Migration from Content Manager (TRIM) to DON TRACKER RM The Secretary of the Navy has directed a single, auditable, compliant records management process implemented uniformly across and within all Department of the Navy (DON) divisions and commands, enabling efficient and effective execution of records management (RM) and task management per applicable statute, policy, and regulation. DON Tasking Records and Consolidated Knowledge Enterprise Repository (TRACKER) RM will be the Navy’s authorized RM solution, replacing Content Manager (TRIM). TRIM will sunset in 2021, and records stored in TRIM will be migrated to DON TRACKER RM. In order to make the transition to DON TRACKER RM, each file will be stored by the appropriate Legacy Standard Subject Identification Code (SSIC) in accordance with the SSIC Manual SECNAV M-5210.2. This notice is intended to drive field activities to update document retention efforts in TRIM, and set the conditions for orderly migration to DON TRACKER RM. DWOWS is a web-based tracking system used by Military Pay Operations (MILPAYOPS) to track workload for Navy Active and Reserve Service Members. This system provides benchmark-reporting statistics for management and technicians for turnaround time on case production and backlog. The system provides a feature that allows users to upload source documentation needed to work a case and provide an audit trail. Designed to handle both manual and electronic input files; the files are processed on a daily basis. For more guidance, please refer to the DWOWS User Guide, located on the DWOWS Home page. The following are the DO'S and DDO'S responsibilities: Ensure that all users are aware of their responsibilities to Protect disclosed PII data. Ensure that all users are aware that they are responsible for all cases/transactions preformed under their login and CAC-ID. Report all DWOWS security violations to DFAS.CLEVELAND-OH.JFL.MBX.DWOWS@MAIL.MIL. Ensure that all users log into the system at least once each month to prevent suspension of their DWOWS Case Management account. If a user does not log into the system for more than 30 days, the system will suspend their account and after 45 days of inactivity, the system deletes the account. MPA 01-21 Implementation of Requirement to Submit Calculations The purpose of this message is to announce the implementation of new requirements when submitting requests for central site to post entitlement changes. Effective the date of this MPA, all requests to post periods of entitlements that cross over calendar (CY) and/or fiscal year (FY) must be broken down accordingly. Entitlement changes include posting of entitlements and removal of entitlements. For example, if a request is submitted through DWOWS to post a period of BAH from 01 Sep 2019 - 28 Feb 2020, the following periods of calculation will be included in the DWOWS case: BAH/1 Sep 2019 - 30 Sep 2019 (30 Sep is the end of the FY) BAH/1 Oct 2019 - 31 Dec 2019 (1 Oct start of the FY/31 Dec end of CY) BAH/1 Jan 2020 - 28 Feb 2020 (1 Jan starts new CY) Ensure correct rates and yearly adjustments are included in the calculations. The request will be submitted in DWOWS as one case with the three periods (can be one file, three computations) uploaded as well as any additional documentation. Requests to post entitlements, which do not include the calculations in the proper format as stated in this MPA, will be closed out with a notation of incorrect submission. 3. PPIB 21-05 COVID-19 Special Leave Accrual for FY-20 Ref (a) Under Secretary of Defense Memorandum Dated 16 April 20 Ref (b) MPA 16/20 COVID-19 Special Leave Accrual SLA Authorization Per reference (a) the Under Secretary of Defense issued a Special Leave Accrual (SLA) authorization for all military members to carry over up to a maximum of 120 days of leave into FY-21. Reference (b) announced the authorization and policy for military personnel to carry over leave in excess of 60 days but limited to 120 days for a period of 3 years, or not to exceed September 30, 2023. No action was required by field activities. DFAS identified all leave balance which fell into the authorized parameters and automatically carried forward all leave balances that did not exceed 120 days. Use/Lose Leave Balance LES error. DFAS has identified a system error which caused erroneous leave balances to reflect on some personnel who were authorized SLA for FY-20. A statement issued from DFAS MILPAY OPS is as follows: The Defense Finance and Accounting Service is sending this notice to notify you of a system error that resulted in overstated Use/Lose leave balances on most Active Duty members January Leave and Earnings Statements (LES). Actions are being taken to resolve the issue and restore the proper Use/Lose leave balances on the January LES. We apologize for any inconvenience this may have caused. We will send an updated notification once the error has been resolved and the Use/Lose leave balances have been corrected. Account Correction. Navy members with erroneous leave balances should have corrective action taken in time to reflect on the February 2021 LES cycle. If commands identify any remaining erroneous balances after the issuance of the February 2021 LES they should take immediate action in reporting the error and requesting account correction via the Defense Workload Online Web System (DWOWS). 4. PPIB 21-04 Implementation of DWOWS Version Release 21.01.00 January 23-24, 2021. DWOWS Upgrade. DWOWS was upgraded to version Release 21.01.00 the weekend of January 23-24, 2021. The new User Guide is located within DWOWS System Home Page, listing all the new upgrades. All Navy DWOWS users should acquaint themselves with the changes made in this upgrade release. Common Error Reported. Since the upgrade, a common, critical error reported is when users create a new DWOWS case. a. Make sure to select correct CASE TYPE. For example, DFAS is seeing cases in which the CASE TYPE is set for ACCESSION and the request is for bonuses, separation, and other type of cases. With this New DWOWS System upgrade, if used properly, it will reduce the amount of referrals, thus reducing the turnaround time for completion. b. DWOWS System will not automatically changed the CASE TYPE, users most change it based on the type of request being sent. c. When adding a case, and the case type that they are trying to submit is not in the drop-down menu, then the user needs to change the System Type and look for the Case Type under the System that it has been assigned to.
