THIS MESSAGE TARGETS PERSONNEL, ADMINISTRATIVE, DISBURSING, AND PASS OFFICES
REGARDING CURRENT PAY/PERSONNEL ISSUES FOR BOTH ACTIVE AND RESERVE PERSONNEL.
2. ISSUE 211101: Military Spouse Licensure Reimbursement Program (MSLRP)
  A.  Background. The Department of the Navy is dedicated to supporting
families and currently provides resources and advocacy for spouse
employment. References (a) and (b) provide the Navy the opportunity
to reimburse members up to $1,000 for state licensure and certification
costs of a spouse of a member of the Armed Forces arising from
relocation to another state due to a permanent change of station(PCS)
transfer for members whose PCS orders were issued on or after
12 December 2017 through 19 December 2019.
  B.  The following two key issues of the MSLRP were effective
  20 December 2019:
    1.  Maximum Amount Authorized. Members who were issued PCS
    orders on or after 20 December 2019 may be reimbursed up to
    a maximum of $1,000 per reference (b), paragraph 3(a).
    2.  Elimination of consecutive PCS assignment requirement.
    IAW reference (b), paragraph 3(c)(1) removes the requirement
    that a spouse maintain the professional license subject to
    reimbursement throughout consecutive PCS duty stations.
  C. The following key upcoming deadline of the MSLRP is:
   1.  PCS orders issued on or after 12 December 2017 through 19 December 
   2019 the deadline to file a claim for reimbursement is 30 June 2021.  
  D.  Initial action by the member. To initiate reimbursement action and
to receive information regarding this reimbursement members will contact
the My Navy Career Center (MNCC) at 1-833-330-MNCC or email at
askmncc.fct@navy.mil. All emails containing PII, including vouchers and
KSD's, must be encrypted.
