ISSUE 211301: Dual lodging expenses in connection with periods of Temporary Duty. In accordance with Reference (a) dual lodging is defined as a situation where it is necessary for a traveler to retain lodging for other than personal convenience at the first TDY location and procure lodging at a second TDY location on the same calendar day. Dual lodging situations should be avoided as much as possible. However, there are situations where a traveler may need to maintain two lodgings at the same time. Some of the more common examples included in reference (a): a. A Sailor couldn’t return to first TDY location due to reasons outside of their control (e.g., inclement weather, mechanical problems, etc.) and needed to stay at second TDY for the night. b. If a Sailor were to check out of their lodging at first TDY location to perform duty at second TDY location, there would be no available rooms upon their return to first TDY location. c. Sailors had a low, negotiated lodging rate at first TDY location, but would lose that low rate if they checked out of the lodging temporarily to perform duty at second TDY location. For any days a Sailor needs dual lodging, the lodging cost at the first TDY location is reimbursed as a miscellaneous reimbursable expense, and the lodging cost at the second TDY location as per diem. For all other days, Sailors will claim their lodging at first TDY location as per diem. In accordance with the Joint Travel Regulation paragraph 020303, table 2-16, the AO may authorize dual lodging payments for up to seven consecutive days. Special approval through the Secretarial process, after travel is complete, is required for reimbursement of dual lodging beyond seven days. Commands and AOs should be aware that approval through the Secretarial process is not guaranteed and requests that show personal convenience as the only justification will not be approved.
