On June 15, 2021 CVR will shut down, though the need to remain productive in a mobile capacity is here to stay. Flank Speed (FS) will provide a permanent, single Navy enterprise M365 solution, which aligns with DOD and DON guidance for a single tenant. The transition to Flank Speed (FS) will occur in phases and will begin with those members who had an active Teams account on Jan 1, 2021. Next will be those who did not have an active account or it was disabled on the cut-off date. It is the expectation that by the end of this fiscal year all users will have a FS account. Flank Speed (FS) is a cloud environment that enables zero trust security, supports unclassified systems, and operates at Impact Level 5 (IL-5), which will accommodate DoD Controlled Unclassified Information (CUI) including PHI and PII. If there are files, memos, meeting notes or posts currently residing in TEAMS that you wish to save, you will have until your account is transitioned over to FS to move them. Some important things to note: FS is intended to offer increased security. For this reason it is CAC enabled and will not be accessible on a personal device. If approved by DoD, personal device operability will become available in FY22. NAVADMIN 148/20 highlights approved devices in paragraph four and five for your NMCI asset. Initially there will not be a dial-in number option for meetings. This is a future capability pending funding availability. There will be no communication ability with non-Navy users with FS. If approved by DoD, this feature is expected to be available in FY22. It has been suggested to use alternative methods to conduct the same type of communications by using Adobe Connect, APAN, milSuite, DCO based on your needs. F. Ops Alert 017-21 Travel Advance and Advance Per Diem To promote the timely processing of Travel Advance and Advance Per Diem Requests, NPPSC reminds customers to submit TOPS transactions with the required Key Supporting Documents (KSDs). To ensure proper processing Travel Advance and Advance Per Diem Requests in a timely manner, CPPAs must submit Travel Advance requests completely and accurately. Below are actions CPPAs can take to prevent delays in the timely processing of Travel Advance Requests. Submit minimal attachments in TOPS. (2 max) Submit all required KSDs in regard to the Travel Advance. (DO NOT submit documents that DO NOT pertain to the TRAVEL ADVANCE) Use DODID as required in the NAMING CONVENTION (Last Name, First Name, DODID, TRANSFER DATE/PER DIEM) as applicable Provide full SSN on NPPSC 1300/1 Submit request 60 days in advance. Early submission helps to avoid delayed payments. Ops Alert 016-21 Mandatory Use of AT/ADT e-Muster Module in NSIPS for Reservist on AT/ADT Orders Utilizing the Annual Training (AT)/Active Duty for Training (ADT) eMuster module in Navy Standard Integrated Personnel System (NSIPS) is mandatory to ensure the timely processing of pay for Reservists executing AT/ADT orders. The AT/ADT e-Muster module in NSIPS was created to modernize the check-in and check-out processes for Reservists with the primary goal to expedite the timely processing of pay and benefits. Although still allowed for extreme circumstances, relying on the outdated stamping of paper orders will delay payments and prolong resolution of pay issues for the Reserve Sailor. NSIPS AT/ADT eMuster Location: CPPA Account > Reserve Transactions > AT/ADT Orders Check In/Out Training Tools: NSIPS Training > Interactive Training > Annual Training and Active Duty for Training > eMuster Exceptions to Manual Submissions via TOPS/Salesforce: If Command does not have a qualified CPPA, assigned to a field/afloat duty, prolonged system issues for duration of orders, or any other circumstance that does not allow for eMuster use, a command letter signed by the Commanding Officer must be submitted supporting the exception. Special Pay Requests (SPR): Load all Key Supporting Documents (KSD) for applicable special pays in eMuster. SPRs must be submitted during check-in. SPRs after check-in will be submitted via TOPS/Salesforce. Short Tours 30 Days or Less: TSC Norfolk Reserve Services Branch (RSB) will process 100% of short tours performed CONUS and OCONUS via eMuster. Long Tours 31 Days or More: TSC Norfolk RSB processes all CONUS duty station AT/ADT orders via eMuster. OCONUS duty station AT/ADT orders are processed at the applicable OCONUS PSDs via TOPS/ Salesforce. Note: Hawaii is an OCONUS location for processing. What This Means To You (CPPAs): Complete the NSIPS training and start utilizing NSIPS AT/ADT eMuster when Reserve Sailors report for duty at your command.
