NAVADMIN 118/21 Protecting Controlled Unclassified Information in FLANK SPEED M365 This NAVADMIN cancels NAVADMIN 063/21, End of Life of Commercial Virtual Remote (CVR) Teams and Protecting Controlled Unclassified Information (CUI) and provides additional guidance regarding the type of Controlled Unclassified Information (CUI) authorized in FLANK SPEED Microsoft Office 365 (M365). Users must be vigilant as CUI is not allowed on non-government devices (i.e. personal desktop and laptop computers, tablets, and mobile phones). C. NES-OPINS Consolidation into NSIPS Smart Sheet https://mpte.navy.deps.mil/sites/npc/pers2/SOPs%20Updates/2021/SOP%20CHANGE%20SUMMARY- JUNE-2021 The Navy Enlisted System (NES) and Officer Personnel Information System (OPINS) functionality will deploy into the Navy Standard Integrated Personnel System (NSIPS) in June 2021 and will be available to users after cutover in July 2021. Ops Alerts - Ops Alert 018-21: Change to Active Duty Enlisted and Fleet Reserve Transfer Notifications Refer also to NES-OPINS Consolidation into NSIPS Smart Sheet (above) As a result of the NES-OPINS Consolidation into NSIPS, effective 1 July 2021, PERS-836 will no longer have the ability to provide any messages associated with Active Duty Enlisted Retirements and Fleet Reserve Transfer decisions. These includes the acknowledgement, Message of Intent (MOI), final authorization with Statement of Service (SOS), disapproval and cancellation messages. The MOI and final authorization messages will be replaced by a one-time letter of approval (LOA) that will be provided as an attachment under the Attachment/Comments/ Recommendation tab on both the Retirement and Fleet Reserve approved requests. Statements of Service (SOS) will be completed by PERS-836 in NSIPS and made available to the member no later than 120 days prior to the approved date. Disapproved requests will be provided with a reason in the comments section under the Final Determination tab. There will not be any interaction between OPINS and DFAS anymore, the “33” transaction that releases the SOS info to DFAS will be released through NSIPS. Sailors attached to commands without NSIPS RnS access shall receive approval or disapproval notification via official email. MILPERSMAN 1810-010 and 1830-040, as well as the Fleet Reserve/Retirement SOP, will be updated to reflect these procedural changes to the approval notification process for Enlisted Active Duty Retirement and Fleet Reserve Transfers due to the consolidation of the legacy computer system (OPINS) into NSIPS. WHAT THIS MEANS TO YOU: Anyone who currently has not been issued a final authorization message will receive a LOA with their statement of service created in NSIPS. MPA 10/21 Information Regarding the New TSP Spillover Process This MPA is being issued to provide updated information for the new tsp spillover process and DJMS. 2. MPA 09/21 DWOWS System and Option D for Overseas Tour Extension Incentive Program Type-D (OTEIP-D) This MPA supersedes MPA 29/14, which contains the original DWOWS Dept and Clerk Code for inquiries regarding Option D for Overseas Tour Extension Incentive Program (OTEIP-D) and is updating DWOWS Case Submission to DFAS-CL Navy Bonuses Section, Case Type Bonuses-OTEIP Type D, Department JFLADB, and auto assign clerk. 3. G. NAVADMINs 1. NAVADMIN 146/21 Annual Recertification Of Special Duty Assignment Pay This NAVADMIN announces the annual Special Duty Assignment Pay (SDAP) recertification process for fiscal year (FY) 2021. Commanding Officers (CO) are required to annually review and certify the entitlement to SDAP for each Sailor. This recertification is vital in verifying that every Sailor who is assigned to an eligible billet remains qualified to fill that billet and is receiving the correct level of SDAP. Certification shall commence upon the release of this NAVADMIN and continue through 31 August 2021. Enlisted Incentive Program Department (BUPERS-328) will stop SDAP for all SDAP recipients at all commands failing to complete the recertification process on time. Commands should prioritize timely completion of this process to preclude pay disruptions for eligible Sailors. SDAP recertification reports received at BUPERS-328 will NOT be forwarded to the servicing PSD. Any action required to start, stop or change the level of SDAP of a Sailor must be submitted to PSD via the Command Pay and Personnel Administrator (CPPA) using the transaction online processing system (TOPS). 2. NAVADMIN 129/21 Physical Readiness Program Update for CY 2021 Physical Fitness Assessment This NAVADMIN updates policy especially in recent COVID related references regarding same topic (a) through and is intended to provide tools and guidance for the safe execution of a Physical Fitness Assessment (PFA) Implementation plan as we emerge from the restricted Coronavirus Disease 2019 (COVID-19) environment. This NAVADMIN specifically: Provides a plan to conduct the Calendar Year 2021 (CY2021) PFA (1 July to 31 December 2021) to include the transition to a new and improved Physical Readiness Information Management System 2 (PRIMS-2). Provides additional guidance on conducting the PFA in the COVID-19 environment, including the use of masks. Provides answers to frequently asked questions. Expands postpartum PFA exemption from 9 months to 12 months. 3.
