ISSUE 212201: Special Leave Accrual (SLA) for FY-21. This PPIB is issued IAW leave policies outlined in references (a) and (b). Leave is vital to the morale, level of performance, and career motivation for our Sailors. Commanders must continue to encourage and to provide Sailors with the opportunity to use their leave in the year in which it is earned. This will provide respite from the work environment for Sailors on leave regardless of their leave location. 3. ISSUE 212202: FY-21 Authorization. Based on the continuing impact of COVID-19 and Sailors' ability to take leave, the Navy has approved Special Leave Accrual (SLA) for 2021 (FY21) with reference (d). Sailors that perform active service (as defined in 10 U.S.C S 701(a))during FY21 are authorized to accumulate annual leave in excess of 60 days (not to exceed 120 days) as shown on the end of month September 2021 Leave and Earnings Statement. This SLA leave balance may be retained until the end of FY24 (30 September 2024). All other SLA stipulations and conditions in reference (e) remain in place. Requirements for a lump-sum payment for accrued leave are stated in reference (f). Enlisted members that will have more than 120 days of leave may sell back leave. This is limited to once in a career and counts towards the 60 day career limit. Officers are not allowed to sell back leave in this situation per reference (b). 4. ISSUE 212203. FY-21 SLA Posting Procedure. As with the FY-20 SLA posting, DFAS will automatically carry forward all identified leave balances on September 30, 2021 in excess of 60 days but under 120 days, thus requiring no field input. It is imperative that members and commands work together to ensure end of fiscal year leave balances are correct. Commands are strongly encouraged to monitor FY-21 SLA posting after the October 2021 End of Month (EOM) update to ensure that all eligible FY-21 SLA posted correctly. If any corrections are required after the October EOM commands should work with their supporting PSD’s or Personnel Offices get obtain the correct postings for their members. 5. ISSUE 212204. Effects of FY-21 on FY-20 SLA. All Special Leave Accrual (SLA) balances will be merged into one SLA line on the member’s Leave and Earnings Statement (LES), and likewise on the member’s Master Military Pay Account (MMPA). If the member had previous SLA as authorized in Reference (e), or from FY-20’s SLA, or a combination all SLA will be merged into one authorization line in MMPA under the “BS” line of MMPA (leave section of MMPA) with a new expiration date of 2024. FY-20 SLA was authorized for three years expiring on September 20, 2023, however with the FY-21 authorization all SLA will be extended out to September 30, 2024. The following is the MMPA line which will reflect SLA leave balances: BS -- HFP CZ LV BAL* FY EXPIRATION DATE 2024 6. ISSUE 212205: Leave Account Management. To assist members managed their leave balances, both current Fiscal Year and their accumulated SLA, the following will give each member examples of how to account and manage their leave balances. For active duty members, DoD uses the system of--Last in, First Out (LIFO). Leave earned in the current Fiscal Year is deducted first from the member’s leave balance then any SLA’s. The below are examples: a. A member takes 5 days of leave between December 10th to December 14th. Since the member has already earned 5 days of leave in the current fiscal year (2.5 days for both October and November), then NO FY-21 SLA WILL BE DEDUCTED. b. A member takes 20 days of leave between June 1st to June 20th 2022. The member has not taken leave previously in the current Fiscal Year. The member has earned 20 days of leave between October 2021 to May 2022 (2.5 days each month X 8 mos. = 20 days). Just like the example above NO FY-21 SLA WILL BE DEDUCTED. c. A member takes 15 days leave between January 1st to January 15th 2022. The member has only earned 7.5 days through December 31st and 1.0 day in January totaling 8.5 days. The member will be charged 8.5 days from the current Fiscal Year leave balance and 6.5 days of SLA WILL BE DEDUCTED. 7. ISSUE 212206: FY-22 Not authorized. Leave earned after 30 September 2021 will not be SLA protected unless earned during an eligible deployment in accordance with reference (e). Leave earned above the SLA protected balance in FY22 and beyond must be used during the FY it was earned or will be lost at the end of the FY it was earned. Sailors are responsible for tracking and managing their own leave. 8. ISSUE 212207: Unit Commanders will continue to ensure maximum use of earned leave and minimize the loss of leave within the constraints of operational requirements. All leave, to include non-chargeable leave such as Convalescent leave and Caregiver Leave must be recorded via E Leave in Navy Standard Integrated Personnel System (NSIPS). 9.
