THIS MESSAGE TARGETS PERSONNEL, ADMINISTRATIVE, DISBURSING, AND PASS OFFICES 
REGARDING CURRENT PAY/PERSONNEL ISSUES FOR BOTH ACTIVE AND RESERVE PERSONNEL. 

2. ISSUE 212701:  NES-OPINS MIGRATION INTO NSIPS.  Personnel data file errors 
following the NES/OPINS consolidation have created multiple issues affecting 
the fleet and field users. Functional and technical support teams are actively 
working reported issues prioritizing pay and benefits related issues.  
Reported issues include, but are not limited to:
  - DELAYS IN PAY FOR PROMOTIONS/ADVANCEMENTS EFFECTIVE 15 JULY-15 AUGUST
  - DELAYS IN ACTIVE AND RESERVE OFFICER GAINS- PAY ACCOUNTS MANUALLY CREATED, 
BUT DELAY IN STRENGTH GAIN AND SUBMISSION TO DMDC/DEERS FOR ID CARDS AND 
VISIBILITY OF TRICARE
  - FILE TRANSFER ERRORS TO DMDC/DEERS AFFECTING OFFICER GRADE AND DATE OF RANK 
IMPACTING ABILITY TO RECEIVE ID CARDS AND VISIBILITY OF TRICARE BENEFITS
  -  DELAYS IN ESTABLISHMENT OF RETIRED PAY ACCOUNTS FOR JULY AND AUGUST 
RETIREMENTS
  -  SOME NSIPS DATA NOT FLOWING TO OTHER SYSTEMS SUCH AS MYNAVY ASSIGNMENTS 
AND THE ORDERWRITING SYSTEMS
  -  REENLISTMENT/EXTENSION TRANSACTION ERROR
  -  SRB PAYMENTS AUTHORIZED BY SCREENSHOT VISIBLE TO COMMAND CAREER COUNSELOR 
AND TSC/PSD FOR PAYMENT

3.  ISSUE 212702:  CORRECTIVE MEASURES.  NSIPS Database Technicians continue to 
work these issues.  Pay for promotions/advancements has been processed for payment 
on 1 SEP.  Daily updates to DMDC/DEERS resumes on 30 Aug 2021 with corrections to 
previously rejected transmissions occurring as capability allows following Hurricane 
IDA.  DFAS and PERS-8 are coordinating to open retired pay accounts and as opened, 
retirees should receive pay within 3-5 business days.  Command/TSC/PSD attention 
to reenlistments and extensions directed, especially in the area of making extensions 
operative; TSC/PSD must review reject reports to verify DFAS update.  Sailors 
actively searching for assignments during the current MNA cycle that experience 
data issues and personnel with other urgent issues should report them to MyNavy 
Career Center at 1-833-330-MNCC (6622) or askmncc@navy.mil and communicated as a 
NES/OPINS related issue.
