THIS MESSAGE TARGETS PERSONNEL, ADMINISTRATIVE, DISBURSING, AND PASS OFFICES REGARDING CURRENT PAY/PERSONNEL ISSUES FOR BOTH ACTIVE AND RESERVE PERSONNEL. 2. ISSUE 212801: Pursuant to REF (A), as of 1 September 2021, eighty-four (84) percent of Navy has enrolled in SOES based on members eligible for SGLI as determined by DEERS. Percent completed does not account for personnel that completed hard copy due to exception processing per REF (B) for designating a trust. Exception addressed in 4.e below. 3. In reference to REF (A), this PPIB prescribes action for command and indiviaual Sailors that will ensure Servicemembers Group Life Insurance (SGLI) coverage is accurate and current. 4. Command actions. While Sailor empowerment remains a top priority, command involvement is imperative to ensure the families of Sailors are best supported in the event of a tragedy. Commands shall: a. Ensure all assigned military personnel access SOES and confirm or elect coverage. b. If required, obtain administrative *command-view* access to SOES via email at soes_admin.fct(at)navy.mil to validate commands compliance. c. Verify assigned personnel review SOES elections at least annually, prior to deployment, upon transfer and upon reporting to a new command. d. Require Sailors to sign an Administrative Remarks (NAVPERS 1070/613) when declining coverage. e. Comply with REF (b) regarding hard copy SGLV 8286 form submissions. Hard copy is permissible when Sailors are designating a trust or requires an immediate change to beneficiary or coverage and connectivity or hardware limitations prevent immediate access. Sailors not using the SOES system should ensure the SGLV 8286 is signed, witnessed, and submitted into their official military personnel file (OMPF). A fillable SGLV 8286 form may be accessed at https://www.benefits.va.gov/INSURANCE/resources-forms.asp. NOTE: Sailors are required to re-certify immediate change to beneficiary or coverage in SOES as soon as connectivity or hardware limitations have been resolved. Hard copies will be retained at the command until the SOES update is completed. Hard copy SGLV 8286 form submissions are currently the only available method to designate a trust. 5. Sailor actions. Sailors should ensure that they financially support their designated beneficiaries should something happen to themselves. Married Sailors electing less than maximum coverage, or designating a beneficiary other than their spouse or child, are reminded action will result in spousal notification stating such an election was made. Sailors shall: a. Certify elected coverage in SOES if not already completed. b. Review current Leave and Earnings Statement (LES) to verify premiums properly reflect coverage elections. In the event of a discrepancy, contact the assigned Command Pay and Personnel Administrator (CPPA), or the MyNavy Career Center (MNCC) at (833) 330-MNCC (6622). c. Review SOES elections no less than annually, prior to deployment, upon transfer and upon reporting to a new command. d. Reserve Sailors who are called to active duty regardless of previous elections, SOES will automatically increase coverage to maximum levels. A desire to decrease or decline coverage after executing active-duty orders requires the Sailor to make such an election in SOES.
