THIS MESSAGE TARGETS PERSONNEL, ADMINISTRATIVE, DISBURSING, AND PASS OFFICES REGARDING CURRENT PAY/PERSONNEL ISSUES FOR BOTH ACTIVE AND RESERVE PERSONNEL. 2. ISSUE 213001: Ref (a) is NAVADMIN 212-21 which announced temporary Basic Allowance for Housing (BAH) increases for qualified Service Members residing in 56 designated Military Housing Areas (MHA) from 1 October 2021 to 31 December 2021. For basic qualification and the approval process refer to para’s (5) and (6) or ref (a). 3. ISSUE 213002: MEMBER’S ACTION. To qualify for the temporary increase in BAH a member will complete a Certification Memorandum (a template can be found at https://www.mynavyhr.navy.mil/refernces/Pay-Benefits/N130C) detailing housing costs as stated in ref(a)). All housing expense used to complete the Certification Memorandum must be supported by a copy of the housing expenses. This package will be forwarded to the service member’s Commanding Officer for review and approval or disapproval. Sailors with a lease or mortgage signed prior to 13 March 2020 requesting a temporary BAH increase based on utilities increases under paragraph 5.c.(1) of ref (a) will have to first obtain their commanding officers endorsement prior to submitting to Military Pay and Compensation Policy Branch (OPNAV N130) for determination. 4. ISSUE 213003: COMMAND ACTION. Once the request package which includes the Certification Memorandum and the supporting documents, is approved by the service member’s Commanding Officer, commands will retain and submit all supporting documents in enterprise Customer Relationship Management (eCRM) for audit readiness. The command will complete the designated DWOWS TEMP BAH spreadsheet. Commands can obtain a copy of the designated DWOWS Spreadsheet from their supporting PSD or by contacting the MNCC details listed below. Spreadsheet will list the following data elements: a. Column (A): SSN (no dashes) b. Column (B): NAME (LAST NAME FIRST NAME No comma) c. Column (C): STOP DATE OLD BAH (YYMMDD) Most should reflect 210930 d. Column (D): START DATE NEW BAH (YYMMDD) Most should reflect 211001 e. Column (E): ZIP CODE (Zip Code of the members command) f. Column (F): ACCOMPANIED STATUS INDICATE (0 for single and 1 for dependent) g. Column (G): OLD BAH AMOUNT (Minus .30 cents), example 1808.70 h. Column (H): NEW BAH AMOUNT (Minus .30 cents), example 2314.70 5. Commands supported by a PSD will submit all DWOWS spreadsheets and the Certification Memorandum via the MNCC eCRM (PERSPAY) for PSD submission to DFAS. TOPS is in progress of being replaced by eCRM, thus TOPS submissions will not be accepted. 6. Only commands with an active Accounting and Disbursing Station Number (ADSN) can submit documents effecting MILPAY directly to DFAS via DWOWS. 7. ISSUE 213004: PSD or SHIP’S PERSONNEL OFFICE ACTION: a. Servicing PSD’s will transmit the DWOWS spreadsheet received from commands to DFAS using the following TEMP BAH unique information below. b. Commands not supported by a PSD will transmit the DWOWS spreadsheet directly to DFAS using the cover sheet example listed below.
