NAVADMIN 225/21 SUBJ/COVID-19 Consolidated Disposition Authority (CCDA) Ref (a): Secretary of Defense Memo Mandating COVID-19 Vaccination for DoD Service Members. Ref (b): ALNAV 062/21, 2021-2022 Department of the Navy Mandatory COVID-19 Vaccination Policy. Ref (c): NAVADMIN 190/21, 2021-2022 Navy Mandatory COVID-19 Vaccination and Reporting Policy. This NAVADMIN announces the assignment of the Chief of Naval Personnel as the COVID Consolidated Disposition Authority (CCDA) and provides procedural guidance and reporting requirements for administrative disposition of individual Navy Service Members, Active Duty and Selected Reserve, who are not fully vaccinated per references (a) through (c). 2. NAVADMIN 249/21 CCDA Data Reporting Requirements Ref (a): ALNAV 062/21, 2021-2022 Department of the Navy Mandatory COVID-19 Vaccination Policy. References (a) and (b) directed mandatory vaccination against COVID-19 for all Active Duty and Reserve Navy Service Members. Reference (c) announced the Chief of Naval Personnel (CNP) as the COVID Consolidated Disposition Authority (CCDA) and provided additional guidance. COVID-19 Vaccine Reporting. NAVADMIN 249/21 directs data reporting requirements for all unvaccinated Navy Service Members in all Navy commands. Echelon one and two commanders shall compile and provide the following information on all Navy Service Members who are not fully vaccinated as defined by reference (c) in line with the timeline specified in paragraph 4 of NAVADMIN 249/21. Submit data via the Department of Navy (DON) COVID Tracking Site: https://portal.secnav.navy.mil/cop/crc/covid/. Submission of data may be delegated to subordinate echelon three commands. MPM 1000-021 Command Pay and Personnel Administrator (CPPA) Program Of particular note, MPM 1000-021, underwent a major revision. NAVADMIN 248/21 Navy Personnel and Pay (NP2) System Delivery Plan Phase 1 Modification 1 (Designation of Functional Account Manager (FAM)) The Initial Operational Capability Date for NP2 has been delayed in order to mitigate risk to delivering Active and Reserve Component integration, treasury direct disbursing and to improve audit capability. In line with NAVADMIN 178/21, Navy Personnel and Pay (NP2) System Delivery Plan Phase 1 (Designation of Functional Account Manager (FAM), commands are required to designate their functional account manager (FAM) and request initial account creation. This NAVADMIN extends the deadline to submit FAM role requests in para 1 of NAVADMIN 178/21 to 01 December 2021. 3. MyNavy HR SharePoint Portal Will Be Expiring in FY22 Attention MyNavy HR Users! The current MyNavy HR SharePoint portal will be expiring in FY22. Content will need to be manually migrated to FlankSpeed in upcoming months. In preparation of the move, the current instance of SP2013 will upgrade to SP2019 the weekend of Nov 13th-14th. Content Managers will also be required to take action! C. Ops Alerts: No Ops Alerts were issued this month. Refer to ESRP Policy Memo, and although NAVADMIN 091/20, Nuclear Enlisted Supervisor Retention Pay Update, is still current, ESRP requests are no longer submitted per NAVADMIN 091/20 as it refers to OPINS FORMAN. OPNAV/N133 - Nuclear Programs is the process of updating the ESRP Policy Memo and issuing an updated NAVADMIN, both to be released in the near future. 2. ESRP is submitted the same way as SRB, refer to Steps 3.4 through 3.8 of the Reenlistment SOP, except when the user is in the SRB submission field, they must select the “3AA ESRP” type of request from the drop down, as well as the correct NEC and ESRP Zone. Also, when filling out the extension blocks the user should enter 00 in the OTH INOP EXT block and then either 00 (if none) or the number of extension months in the NUC INOP EXT block (two digits, e.g., 04, 08 or 17 etc.) 3. MPA 19/21 Update to DD Form 2875 Audit/Resubmission of Defense Workload Operations Web System (DWOWS) Access In accordance with MPA 13-21, DD Form 2875 Audit/Resubmission of Defense Workload Operations Web System (DWOWS) Access, the purpose of this message is to announce the deadline for submission of DWOWS user access was extended from 15 October 2021 to 01 November 2021. No additional extensions will be authorized. Accounts that did not resubmit a new DD Form 2875 by 01 November 2021 will require new submission for access. DD 2875 form is available for Navy users at: https://www.milsuite.mil/book/groups/navy-djms-procedures-training-guide/content. All properly formatted and signed DD Form 2875s must be submitted to: dfas.cleveland-oh.jfl.mbx.dwows@mail.mil. 2. PPIB 21-30 Temporary Basic Allowance for Housing Rate Increase for Qualified Service Members NAVADMIN 212/21, which was highlighted in the September Monthly SOP Summary, announced temporary Basic Allowance for Housing (BAH) increases for qualified Service Members residing in 56 designated Military Housing Areas (MHA) from 1 October 2021 to 31 December 2021. For basic qualification and the approval process refer to paragraphs (5) and (6) of this PPIB or NAVADMIN 212/21. The PPIB provides supporting details including: Member’s Action. Command Action. Commands supported by a PSD will submit all DWOWS spreadsheets and the Certification Memorandum via the MNCC eCRM (PERSPAY) for PSD submission to DFAS. TOPS is in progress of being replaced by eCRM, thus TOPS submissions will not be accepted. Only commands with an active Accounting and Disbursing Station Number (ADSN) can submit documents effecting MILPAY directly to DFAS via DWOWS. PSD or Ship’s Personnel Office Action. MPM 1300-1400, Limited Duty, was previously reported as a New Article in the September SOP Summary. Per OPNAVINST 1300.20, which provides overall Department of Defense (DoD) and Secretary of the Navy (SECNAV) policy and procedures for evaluation of medical, legal, or administrative readiness for duty and disposition of physical disability, this new article consolidates nine separate MILPERSMAN articles. MPM articles 1301-010, 1301-225, 1306-020, 1306-1200, 1306-1202, 1306-1204, 1306-1206, 1306-1208, 1306-1210 have been cancelled. 2. NAVADMIN 236/21 January 2022 Cycle 254 Active Duty and FTS E-7 Navy-Wide Advancement Examination This NAVADMIN announces the guidance for the administration of the January 2022 (Cycle 254) E-7 Navy-wide advancement examination (NWAE) for Active-Duty and Full-Time Support Sailors. As a continued safety measure during the COVID-19 outbreak, exams will be administered utilizing a testing window from 17-28 January 2022. This testing window will allow for smaller groups of test takers to ensure adequate social distancing can be maintained between testers at testing facilities, while maintaining the high standards and continued culture of learning that drive our enlisted advancement system.
