THIS MESSAGE TARGETS PERSONNEL, ADMINISTRATIVE, DISBURSING, AND PASS OFFICES 
REGARDING ADDITIONAL REQUIREMENTS FOR SUBMISSION OF HDP-ROM REIMBURSEMENT
FOR BOTH ACTIVE AND RESERVE PERSONNEL. 

2. ISSUE 213401:  Revised general guidance for Hardship Duty Pay-Restriction 
Of Movement (HDP-ROM) IAW Ref a.

 a.  Command action: In addition to the previously established actions, 
additional requirements have been added to ref a.  These requirements are 
necessary to prevent errors, rejections, delays, and the potential for 
overpayments resulting in pecuniary liability to the CO, or “by direction” 
designee.  This revision will be effective the day after this PPIB is released.

   1.  All memorandums will only be signed by the CO, or “by direction” supported 
by a DD Form 577 as Command Approving Official (AO), E7 and above, preferably 
the Executive Officer, Administrative Officers, Personnel Officers, and 
Disbursing Officers.  Commands billeted with pay grades 
below E7 for administrative and personnel positions will be accepted.  

   2.  Orders to ROM and lodging receipts must be included with the memorandum.  
Unpaid copy of receipt with inclusive dates of lodging occupancy will be 
accepted.
 
   3.  Full SSN is required on all requests.

   4.  Non-availability of government quarters must be noted on the memo.

   5.  Correction to previously submitted requests/memorandums must be
submitted individually including all supporting documents.  Subject line must contain 
“correction to previously submitted HDP-ROM entitlement ico Rank First Name and Last
Name”.
