THIS MESSAGE TARGETS PERSONNEL, ADMINISTRATIVE, DISBURSING, AND PASS OFFICES REGARDING CURRENT PAY/PERSONNEL ISSUES FOR BOTH ACTIVE AND RESERVE PERSONNEL. 2. ISSUE 222401. FY-22 Special Leave Accrual (SLA). This advisory is being provided to highlight SLA entitlement policy and to provide command submission procedures for reporting FY-22 entitlement to SLA described in paragraph (3). 3. ISSUE 222402. Command Action. Reference A, directs commands to identify SLA eligible members and verify that a qualifying condition was met in FY22 for individual members of ships, squadrons, units, etc. It is imperative that commands take appropriate action to identify SLA authorized members and provide the required information no later than 31 December 2022, but no earlier than 30 September 2022. The following procedural guidelines are provided to assist commands: a. Identify members who qualify for FY-22 SLA per policy outlined in reference (a). b. EXCEL Spreadsheet. Provide qualified members’ required information on a properly formatted EXCEL spreadsheet which can be obtained by contacting the MNCC POC listed above, or by contacting the My Navy Career Center (MNCC) at 1-833-330-MNCC or email at askmncc.fct@navy.mil with a subject line of FY-22 SLA. Due to the required information for SLA processing only a properly formatted SLA spreadsheet will be acceptable. c. Command Letter of Certification. Commanding Officers (by direction acceptable) will provide a cover letter certifying the members listed on the submitted spreadsheet have been verified to be authorized FY-22 SLA per conditions outlined in reference (a). d. Command submission. Commands should submit both the SLA formatted spreadsheet and the Command Letter of Certification via the following, authorized method(s): COMMANDS SERVICED BY A TSC: 1. TOPS. Only commands (excluding surface ships, DESRON and PHIBRON staffs) with an approved Exception to Policy (ETP) will be authorized to utilize the Transaction Online Processing System (TOPS) for submission of FY-22 SLA transactions. 2. SALESFORCE. The current, primary means for submitting all MILPAY, MILPERS and transportation transactions is via the enterprise Customer Management System (eCRM)/Salesforce. Commands should utilize/select the Salesforce queue titled “MILPAY”. 3. The servicing TSC will submit the FY-22 SLA spreadsheet and Command Certification Letter to DFAS via the Defense Workload Operations Web System (DWOWS). Only DWOWS submissions from the servicing TSC/ADSN will be accepted and processed. COMMANDS NOT SERVICED BY A TSC: 4. For commands that serve as their own PSD such as CVN’s, AS’, etc. and who have their own ADSN will submit their FY-22 SLA spreadsheets directly to DFAS via DWOWS. 4. ISSUE 222403. Prior FY SLA Accruals. IAW Reference B, qualified members are further authorized to retain such unused leave until the end of fiscal year 2024 (i.e., September 30, 2024). The active service described herein shall be considered qualifying duty for purposes of Title 10 U.S.C. 701(f)( l )(B)(iii) pursuant to DoDI 1327.06 enclosure 2, paragraph I .h.( 1 ).
