GENTEXT/REMARKS/1. Pass to commanding officers, executive officers, senior enlisted leaders, administrative officers, personnel officers, command career counselors, command pay and personnel administrators (CPPAs) and disbursing officers. This message targets personnel, administrative, and disbursing offices, Transaction Service Centers (TSCs), and Regional Support Centers regarding current personnel, pay, and transportation services for both active and reserve personnel. 2. The purpose of this message is to announce the designation of the Red Sea and Adjacent Waterways for Imminent Danger Pay (IDP). Reference (a) designates the area of responsibility (AOR) as the Red Sea, the Bab el-Mandeb Strait, the Gulf of Aden, and the air space above them as an IDP location effective 19 October 2023. 3. The IDP area of the Red Sea, the Bab-el-Mandeb Strait, and the Gulf of Aden is bounded by the latitude and longitude coordinates expressed in degree, minutes, and seconds as listed in reference a: a. Begins in the north Red Sea at the southern limits of the Gulfs of Suez and Aqaba: 1. The southern limit of the Gulf of Suez is a line running from Ras Muhammad (27 43 00 N - 34 02 00 E), southern extremity of Sinai Peninsula, to the southern point of Shadwan Island (27 27 00 N - 34 02 00 E) and then westward on a parallel (27 27 00 N) to Egypt's coast, 2. The southern limit of the Gulf of Aqaba is a line running from Ras Gasabah, in Saudi Arabia, southwesterly to Tiran Island (27 58 00 N - 34 35 00), then westward on a parallel (27 54 00 N) to the southern coast of the Sinai Peninsula, then b. Extends southward, encompassing the entire Red Sea and passing through the Bab el-Mandeb Strait, then c. Extends eastward, encompassing the entire Gulf of Aden, along Yemen's southern coast to Ras Fartak (15 38 00 N - 52 14 00 E) in Yemen, then d. Extends southwestward along the Somalia coast to the border of Djibouti (11 50 00 N - 43 12 00 E), then from this position northwestward, a straight line to the northeast extremity of Musha Island (11 43 00 N - 43 12 00 E), then from this position northwestward, a line to a position on Djibouti's coast (11 50 00 N - 43 15 00 E), thus excluding the entire Gulf of Tadjoura, then e. Extends northward along Djibouti's coast to the Bab el-Mandeb Strait, and f. The air spaces above the Red Sea, the Bab el-Mandeb Strait, and the Gulf of Aden. 4. Service Members entitled to basic pay under Section 204, or compensation under Section 206 of Title 37, United States Code who are or were on duty in the designated area during any month or portion of a month in which the designation is in effect, and are qualified in all other respects, may be paid IDP at a rate of 225.00 dollars for the entire month, prorated at 7.50 dollars per day, retroactive to the effective date listed in paragraph 2. 5. Commands or individual Service Members who believe they may be entitled to IDP during their service while in the AOR for the Red Sea, Bab el-Mandeb Strait, Gulf of Aden, and the air space above them during any month or portion of the month on or after the effective date should work with their Command Pay and Personnel Administrator if serviced by a TSC to submit key supporting documents via enterprise Customer Relationship Management /Salesforce or command personnel and pay office if not serviced by a TSC. a.
