Overview
Culture of Excellence (COE) is a Navywide approach owned by Chief of Naval Operations (CNO) that empowers the Fleet to achieve warfighting excellence by fostering psychological, physical and emotional toughness; promoting organizational trust and transparency; and ensuring inclusion and connectedness among every Sailor, family member and civilian throughout their Navy journey.
COE is the evolution of Task Force Resilient/Total Sailor Fitness and Resilience building on its successful approach toward reducing destructive behaviors by amplifying primary prevention methods (i.e. preventing destructive behaviors before they occur).

Signature Behaviors
were developed in conjunction with the Secretary of the Navy's 21st Century Sailor initiative as a means to emphasize the positive and honorable behavior that our Sailors exhibit on a daily basis. Signature Behaviors are designed to assist Sailors to live out the Navy's Core Values, Navy Ethos, COE Core Themes and Core Attributes in a practical manner.
The Navigator
The Navigator monthly newsletter provides members of the Cultural Champion Network important and timely information, updates and resources to carry out their roles in supporting Sailors to help the Navy drive towards a Culture of Excellence.
