FSA 3.0 Training Overview:
  • Builds on the previous courses in the FSA series, with continued emphasis on character, competence, leadership, personal and peer accountability, and personal and organizational growth.
    • Operationalizes Culture of Excellence.
    • Emphasizes the themes of toughness, trust, and connectedness.
  • Encourages Sailors to adopt and demonstrate the Navy’s Core Values, Ethos, Core Attributes, and Signature Behaviors.
  • Addressing themes and behaviors that are foundational to the Navy’s COE and Diversity, Equity, and Inclusion (DEI) efforts.
    • Continues the “necessary conversations” started with TF1N.
  • FSA 3.0 will push Sailors at all ranks and rates to examine and champion the importance of DEI to the Navy’s operational readiness and warfighting advantage.
    • Reinforces Command Resilience Team (CRT) concept and Expanded Operational Stress Control Training.
Training Specifics:
  • FSA 3.0 consists of four (4) x 60 – 90 minute modules which may be delivered in four separate groups delineated by rank. The Facilitation Guide defines rank groups:
    • Junior Sailors [E-1 through E-4] 
    • Critical Middle Sailors  [E-5 through E-8, O-1 through O-4]
    • Senior Sailors  [E-9; O-5 and above]
    • Mixed Rank [All-Hands]
  • Each module addresses themes and behaviors that are foundational to the Navy’s COE efforts.
  • Each module will include a realistic dramatized video vignette, a documentary video interview segment, and facilitated discussion.
  • Scalability and accessibility. Each of the 4 modules can be delivered as stand-alone training, but also work in succession as they can build upon the other.
  • Each module has a CIN in FLTMPs. The four modules are:
    • Module 1: Sailor Identity and Connectedness
    • Module 2: Trust and Fairness
    • Module 3: Diversity, Equity, and Inclusion
    • Module 4: Sailor Today, Sailor Tomorrow
Module 1: Sailor identity & Connectedness
  • This module encourages Sailors to view Sailor Identity through a lens of appreciation for the value of a diverse Navy, and to recognize that even though Sailors have different backgrounds, skills, and opinions, all share a common identity rooted in the Navy’s Core Values and Signature Behaviors. Diversity of experience, knowledge, and perspective tremendously benefits the collective team.
  • Comments in this documentary sequence reference:

    • Perspectives on resilience and helping each other
    • Inclusion and the power of belongingness
    • The positive impact that comes from diversity of skill, experience, and perspective
  • Group discussions will expand on those themes; emphasize Signature Behaviors, skills, and competencies; and promote a renewed focus and commitment to the Navy’s COE.
Module 2: Trust and fairness
  • Module 2 is designed to increase and enhance trust and confidence in the Navy. It features the topics of organizational trust and fairness and is framed specifically within the context of leadership.
  • As demonstrated in a social media scene, a take-away from this course is that every Sailor can dramatically impact trust and cohesion. This course will encourage midlevel and senior leaders to be introspective about their own actions and their critical role in fostering trust and fairness, as well as encouraging and empowering all Sailors to be leaders.
  • The documentary sequence focuses on tangible things Sailors, particularly leaders, can do to build trust.
  • This vignette will drive follow-on discussions about the role all Sailors play as leaders, and the responsibility of all to demand and protect everyone’s right to inclusive, respectful, fair, and just workplaces.
Module 3: Diversity, equity, and inclusion
  • This module strives to promote a culture of listening within the Navy’s diverse organization, and will help leaders have these necessary conversations amidst complex group dynamics.
  • This training asks Sailors to take an honest look at their own biases and how to take deliberate actions to counteract them to create a more inclusive Navy.  
    • Sailors will be encouraged to participate in “necessary conversations;” to respectfully and honestly discuss diversity and bias; to recognize that barriers to inclusion exist in the Navy just as they do in society; to learn how to listen to build understanding and connectedness; and to share thoughts and perspectives in pursuit of a more inclusive workplace and Navy.

Module 4: sailor today, sailor tomorrow
  • This module will compel Sailors to think about their own experiences. Would they encourage a young person to join?
    • What if that person were in an underrepresented population due to gender, race, or sexual orientation? If the answer is “no,” what needs to change?
  • Similarly, this vignette will encourage Sailors to think about their own futures in the Navy.
    • Do they have the same drive, passion, motivation, and pride in the Navy as they did on Day 1? If the answer is “no,” again, what needs to change?

  • This final module in the FSA 3.0 series ends with a focus on commitment and pride in the Navy; it comes full circle on Sailor identity, trust and fairness, and the benefits of a diverse and inclusive force.
training goals:
  • Paint a compelling picture of what “right” looks like.
    • Remind Sailors that the Navy’s success depends on holding to the high ideals of integrity and service and fostering a climate where every Sailor feels included, respected, and empowered.
  • Demonstrate how to make “right” actionable.
    • Inspire Sailors to actively engage in Signature and inclusive behaviors, including demonstrating respect for all, making sure all shipmates feel connected to the team and the mission, and speaking up against and reporting incidents of discriminatory behavior.
  • Motivate Sailors to examine their own thoughts and behaviors.
    • Prompt Sailors to acknowledge personal biases influenced by upbringing, cultural background, and psychological processes that impact the way individuals perceive and interact with people who are demographically different from them.
  • Provide tangible actions that foster trust and confidence in leadership.
    • Give leaders tools to help Sailors embrace and live the Navy’s values, respect each other and work collaboratively as members of a team, take advantage of education and learning opportunities, achieve their full potential, and hold themselves and each other accountable.
    • Encourage leaders to be transparent about their decisions—including those related to opportunities, recognition, and discipline—as this will promote equity.
    • Motivate all Sailors to be leaders in advocacy for transparency, fairness, and justice.
