Internet Forensic Toxicology Drug Testing Laboratory Portal (iFTDTL) is a web-based system, operated by Department of Defense (DOD) that is the primary means of reporting urinalysis results. Additionally, the system provides information to validate the Navy's policy of zero-tolerance of drug abuse through the DOD compliance tool. The iFTDTL system also provides historical data to multiple activities to show receipt of members who have a published urinalysis results; and provides various urinalysis data reports. Each command is responsible for tracking their urinalysis results, drug positives, and discrepancies for all samples submitted for testing. 

*HIGH PRIORITY*

NAVADMIN 041/22: Direct active and reserve commanders, commanding officers and office-in charge to implement the Web Drug Testing Program (WebDTP) or Drug Testing Program Lite (DTPLite) v6.x (6.0.8.2) as the primary application to conduct command urinalysis selection, collection and transportation of urine specimen samples by 22 July 22.  

Effective 23 July 2022, any specimen received at any drug laboratory using NDSP will not be tested and will receive a fatal discrepancy code.

Training:

Webinar Schedule
NOTE: Webinars are conducted on Thursday via Teams. One on one training can be provided upon request to provide the latest information on policy updates, current and new initiatives. Specific sessions are held for Command Triads, Senior Personnel, and Command Program Managers (i.e. ADCOs/DAPAs/UPCs). 


iFTDTL Access:

DOD requires all users to have a DD 2875 (IFTDTL SAAR form) on file for access to IFTDTL. NEW users will upload and submit completed SAAR form directly to the IFTDTL web portal at ftdtl.health.mil. Procedures for the IFTDTL SAAR are available at the following link: iFTDTL SAAR Instructions. Some common errors to avoid when completing the SAAR include scanning or manipulating the form, adding information after signatures, leaving out information, and signing in the incorrect signature blocks. Once the SAAR is correctly completed, upload it to IFTDTL by following the steps below: 

1. Go to IFTDTL portal, click "I Agree" user acknowledgement. 
2. Click "Register as a new user" link. 
3. Fill in the "User Registration" information. 
4. Click "Choose File" to browse and upload completed and signed IFTDTL SAAR DD2875 to portal. 
5. Click "Register."

Users must also submit their most recent Cyber Awareness certificates to MILL_DTADMIN@navy.mil for processing. A new SAAR form is required when your projected rotation dates (PRD) or end of active obligated service (EAOS) expires or changes. You will receive a system-generated email notification 30 days prior to your expiration date.
