Command Advisor on Parenthood & Pregnancy (CAPP)

Sailors have unique responsibilities and challenges when it comes to navigating the seas that are life in the Navy. To help Sailors succeed, Commanding Officers are strongly encouraged to establish the collateral duty of a Command Advisor on Parenthood & Pregnancy (CAPP).  The primary responsibilities of the CAPP are to serve as an advocate and advisor to the command triad on all things P&P related. CAPPs also ensure Sailors receive proper counseling and guidance in order for them to understand their rights, responsibilities, and the resources afforded to them as parents in the Navy, enabling them to better balance the demands of a naval career with their family plans and obligations. 

CAPP expectations include, but are not limited to:

  • Ensuring all Sailors are aware of the many services available to them as they make the transition into parenthood
  • Serving as the main point of contact for any Sailor, regardless of parenthood or pregnancy status, for questions and concerns regarding parenthood & pregnancy rights and services   
  • Ensuring Sailors are aware of and receive counseling services from professionals, as applicable, for each pregnancy and/or additional child
  • Keeping command leaders informed of any changes to Navy's parenthood & pregnancy related policies and programs
