The Office of Legal Counsel (BUPERS-00J) serves as the echelon II principal advisor and staff assistant to the Deputy Chief of Naval Personnel/Commander, Navy Personnel Command for the interpretation and application of law and policy.  BUPERS-00J provides legal advice on military personnel law to Bureau of Naval Personnel Millington, Navy Personnel Command, subordinate activities, and the Fleet.
 
While the BUPERS-00J@navy.mil e-mail address referenced in several official publications is still functional, we have established a new e-mail account to receive field inquiries from Staff Judge Advocates, Legal Officers, and Defense Counsel and provide more streamlined assistance.  Please direct all questions to PERS-00J@us.navy.mil.
