Hardship Duty Pay – TEMPO (HDP-T) is here!!!
In late September 2014 we began Fleet testing an initiative to pay Sailors HDP-T pay. The basic requirement: Sailors are on an operational deployment over 220 consecutive days to a non US territory. Pay is $16.50 per day over the 220 consecutive day threshold, with a max $495 payment per month. OSD and SECNAV approved the policy (17 SEP 2014) and

has been approved.
Every month, PERSTEMPO coordinators use the PERSTEMPO system to run a pre-certification worksheet. This may be run for the current or previous month, back as far as 17 September 2014. The worksheet will show the eligible personnel for the command and any expired events that need to be cleared up. Once the expired events are cleared, a certification report can be created, the C.O. can digitally sign, and send via TOPS to their servicing PSD.

Current Policy
In accordance with Legislation, DoD, and DoN Policy, deployment of all service members (Officers and Enlisted, Active and Reserve) are required to be tracked on an individual basis (Personnel Tempo-PERSTEMPO). The PERSTEMPO (formerly ITEMPO) system was developed for this purpose.
PERSTEMPO tracks and reports days an individual is away from their homeport, permanent duty station or assigned unit. All commands and activities are required to continue reporting PERSTEMPO events for all assigned Sailors per OPNAVINST 3000.13D (linked at right). No command or activity is exempt from this requirement.
Significance of Tracking PERSTEMPO Events
As you can see above, PERSTEMPO data will be used for HDP-T pay. Also, PERSTEMPO data can be used to assist in the assignment process for both Permanent Change of Station (PCS) and Individual Augmented (IA) orders, answer queries (by Congress, Department of Defense and other agencies such as the Veterans Administration) and document deployment of IAs and Corpsmen attached to Fleet Marine Force units(ensuring they receive proper credit for their important contributions).
We need your help. PERSTEMPO data accuracy can be greatly enhanced by closing expired events. Numerous PERSTEMPO events are opened and never closed. Expired events are triggered as projected end dates occur in the past and are identified by reports made available to each command via the BUPERS On-Line (BOL) Control "D" mailboxes (I-EXPIRED EVENTS). The PERSTEMPO Help-Desk can help with questions WRT closing these expired events. Thank you for your continued efforts to capture this key data.
CNP Comments
The PERSTEMPO program is not only a Legislative requirement, but is the right thing to do for our Sailors. It is impossible for OPNAV or BUPERS PERSTEMPO managers to know the deployment schedule of every unit or individual in the Navy; the responsibility and requirement to report PERSTEMPO for Sailors must appropriately rest with the Commanding Officer. It is vital that every CO be personally involved to ensure that PERSTEMPO information is submitted in an accurate and timely manner.
