Overview
PERS 00D is the staff office for Program Management of Navy Corrections and Programs at Navy Personnel Command (NAVPERSCOM). PERS 00D is the Navy’s subject matter expert on offender management (detention, restriction, correctional custody, confinement, deserter management, appellate leave, and discharge processing).  They provide administrative and programmatic guidance to all commands supporting the offender management mission of the Navy.  The Navy Absentee Collection and Information Center (NACIC) is part of PERS 00D.  Offender management activities that report directly to NAVPERSCOM include Navy and Marine Corps Appellate Leave Activity (NAMALA) and Naval Consolidated Brigs (NAVCONBRIG).  PERS 00D is responsible for policy, programs, and oversight of all afloat brigs and detention facilities (DETFACs) located worldwide.  Oversight is maintained through regularly scheduled inspection/audits. PERS 00D also provides guidance and oversight to the Navy’s Transient Personnel Units (TPUs).

Missions
Corrections and Programs – Provide policy, guidance, analysis, advocacy and oversight to ensure the appropriate administration of Navy correctional and detention facilities resulting in security, good order, discipline, and safety of pre-trial post-trial prisoners and facility staff.  When confined post-trial, provide programs and rehabilitative processes to retrain and restore the maximum number of personnel to honorable service, prepare prisoners for return to civilian life as productive citizens, and when directed by appropriate authority; provide dedicated facilities for non-UCMJ detainees.
Deserter Apprehension Program – administer 24/7 centralized deserter information services; tracking, locating, apprehension, and escorted return for non-discharged Navy personnel who are administratively declared deserters.
Appellate Leave – Tracks and processes for discharge all Navy and Marine Corps members’ assigned appellate leave following courts-martial while awaiting appellate review and those members assigned by the Naval Clemency and Parole Board to parole or supervised release while expediting the discharge process.

PERS-00D Branches
Corrections Operations - Responsible for Correctional Policy (DETFAC, Shore/Afloat Brig), Correctional Operations, Public Safety Reporting, Prisoner Transfers, Liaison Detachment oversight, Parole/MSR violators, Organizational Standardization.
Programs and Analysis – Responsible for Offender Management (Restriction, Desertion, Mandatory Appellate Leave) Policy and Operations, TPU Policy and Oversight, Corrections Management Information System (CORMIS) Program/Systems/Contact Management, Information Assurance Manager, Corrections Analysis and Support, Defense Incident-Based Reporting (DIBRS).
NACIC – Responsible for the Deserter Apprehension Program (DAP), which is designed to minimize the occurrence of desertion and unauthorized absence of military personnel through aggressive investigative resources and relationships with and federal agencies. Additionally, tracks and reports on the status of at-large deserter population.
