Command Advisor on Parenthood & Pregnancy (CAPP)

UPDATED AS OF AUGUST 9, 2024

Sailors are expected to balance the demands of a naval career with their family plans and responsibilities. While not mandatory, Commanding Officers are strongly encouraged to designate a Command Advisor on Parenthood & Pregnancy (CAPP) to act as a resource for the command and its Sailors.

The primary responsibilities of the CAPP are to serve as an advisor to the command triad on all things P&P related and ensure Sailors receive the proper counseling and guidance to understand their responsibilities, rights, and resources afforded to them as parents in the Navy. This program aims to help Sailors better balance the demands of a naval career, and family plans and obligations.

CAPP responsibilities include, but are not limited to:

  • Ensure all Sailors are aware of the resources and services available to them as they transition into parenthood
  • Serve as the main point of contact for any Sailor, regardless of parenthood or pregnancy status, for questions or concerns regarding parenthood & pregnancy rights and services
  • Ensure Sailors are aware of and receive counseling services from professionals, as applicable, for each pregnancy and/or additional child
  • Keep command leaders informed of changes to the Navy's parenthood & pregnancy policies and programs

CAPP Program Resources

The following resources are provided to help assist commands and the CAPP in standing up and maintaining their CAPP programs. Since CAPP is not a mandatory program there is no overarching instruction or reference for CAPP. Some commands have decided to make command instructions to give further guidance to their Sailors based on duty considerations. If you would like to see examples, please reach out to OPNAV N174 at Navy_CAPP@us.navy.mil.

Breastfeeding and Lactation Resources

Commands must ensure the availability of a private, clean room for expressing breast milk. Breastfeeding is recognized as one of the most important contributors to infant and maternal health. Given the evidence of the direct relationship between breastfeeding and illness reduction, efforts to increase breastfeeding rates will decrease healthcare costs and increase workplace productivity through reduced absenteeism, improved morale, and Service member retention.
