BLUF (Bottom Line Up Front):

• Attached are the August 2026 HM Community Health Slides and NEC Snapshots (AC & TAR). 
• Total AD inventory increased by 63, but the Hospital Corps remains undermanned at 97.1%
• C-School applications are at a record high! PRT/BCA standards will be strictly enforced with NO WAIVERS. 

• MNA C-School Selectees: You must submit required “Due Outs” to PERS 407 via AskMNCC@us.navy.mil (Attn: PERS 407 C-schools). Failure to do so will result in Needs of the Navy orders. Reach out if you are unsure of your requirements.
• PRT / BCA Standards: Passing your most recent PRT/BCA is mandatory for all C-Schools. No waivers will be granted. If you fall out of standards, notify your C-School detailer immediately. Showing up out of standards will likely result in disenrollment and Needs of the Navy orders.
• FMTB CANTRAC Update (L03A): 90 days prior to PCS to FMTB, COs must certify the Sailor meets BCA standards and passed the RUN Modality PRT with a Good Low or better. This also applies to all conversions (RC2AC, TAR2AC, lateral, forced).

• New Tracking NECs Live (L17B, L60A, L50A, L50B): If you hold qualifications for Computed Tomography (CT), POMI, submit your cert and NAVPERS 1221 to ASKMNCC@navy.mil to update your profile. (Note: These are currently for tracking, not distribution).
• Those seeking L50A and L50B need to follow the NEC Instructions, EMT and Paramedic NEC Instruction.
• C-School Perks: Eligible C-Schools offer SRBs, Accelerated Advancement, STAR promotions, and parallel civilian certs/degrees.
  • EXMEDS: Critical NECs needed include L00A, L03A, L10A, L12A, L17A, L24A, L31A, and L32A.
  • Dive Med Tech (L27A): Still offering choice of orders with an approved application.

• Archive Agreement: Cancelled Memorandum.
• Conditional Release: Memo updated for "Stay Navy" Commissioning programs, Conditional Release Memo. If your program isn't listed, submit a 1306.
• CWAY: All requests are now completed via MNA. Do not send to AskMNCC. (Questions? Contact: career_waypoints@navy.mil).
• OBLISERV: MNA automatically submits authorization requests for eligible jobs in the negotiation window. CCCs must monitor the tracker and update intentions.
• HYT & Separations:
  • The HYT Plus Pilot is extended. HYT will be adjusted to the required OBLISERV for your next orders but not beyond.
  • Sailors will not be released earlier than their SEAOS for Fleet Reserve/Retirements or "out Navy" Officer programs.
• Conversions: Opportunities to other ratings must be vetted by the HM ECM Office 18-13 months prior to PRD/SEAOS. Currently open for PACT, convert-in, and RC2AC.
• *** ASVAB Waiver Policy Update: In accordance with MILPERSMAN 1306-618, ASVAB waivers are only being considered for E-4 and below on an individual, case-by-case basis. ASVAB waivers will not be recommended for E-5 and above until further notice.***

• Current PACT Sailors that were contracted HM-ATF and completed HM A-School have the opportunity to rate HM if you have completed at least 10 months at current command

  - NAVPERS 1306/7        
  - EVALS (last three is available)
  - PRIMS (provide most recent PFA Detail Report)
