Navy Leadership Assessment Program (NLAP)


 

The Navy Leadership Assessment Program (NLAP) is open to all Type Commands (TYCOMs) and Communities. The Navy announced the guidelines for voluntary implementation of NLAP. Navy Personnel Command (NPC) provides the standardized core components that are tailored and implemented to the needs of TYCOMs and Communities. 

NLAP modernizes Command Qualification processes to select our best and brightest leaders.  NLAP provides a data-driven understanding of a candidate’s leadership competencies including leadership attributes, character, potential, and community-specific values. NLAP reinforces the effectiveness, transparency, and equity of our existing processes. 
 
NLAP provides TYCOMs and Communities with enhanced tools to develop great leaders. TYCOMs and Communities are able to leverage NLAP in two ways: (1) As part of their Command Qualification processes, which identify candidates’ readiness for key leadership positions, and (2) To provide Sailors with leadership development tools such as self-assessments, 360 evaluations, and MyNavy Coaching. Participants complete a series of cognitive and non-cognitive assessments, interview with an operational psychologist, and an interview with their respective community leaders.   
 
NLAP helps Sailors take control of their careers. Transparent self-assessments provide honest developmental feedback and recommendations. Sailors who understand their leadership strengths and vulnerabilities are better able to identify and plan for career opportunities that further develop effective leadership competencies. 
 
NLAP upholds objectivity and high standards of practice across the Fleet. NLAP helps each community establish and define key leadership attributes and standards that are critical to success. NLAP provides decision makers with objective, data-driven assessments of candidates’ leadership competencies without disrupting existing Command Qualification procedures.
