Navy Leadership Assessment Program (NLAP)


The Navy Leadership Assessment Program (NLAP), a robust, data-driven assessment and selection (A&S) program, is an individualized approach that allows each Type Command (TYCOM) and/or Navy Community Commander to shape the program in accordance with the unique needs of their respective community, with surge and consultative support from Naval Personnel Command (NPC).


Mission Statement

To strive for a more robust and data driven leadership development and selection process while identifying the key characteristics and roles desired for the Navy, the TYCOM, and all our Sailors present and future. Our focus is to assess and identify leadership attributes in our leaders for mission success and the wellbeing of our warfighters in the fleet. 


Identify and place our best and brightest leaders in essential positions for a stronger, more lethal Navy and improving retention and morale across all communities through informed decision making.  ​​​​​​​


The NLAP process and policy is consistently focused on incentivizing Get Real Get Better (GRGB) behaviors and competencies through leader development, selection, and slating. NLAP will be informed by rigorous research, pilot testing, and development activities while using a data driven process and method in selection and development of our future leaders.

End State

To reduce instances of misconduct and increase retention by reducing counterproductive leadership and placing our most capable leaders in essential leadership positions. Improvement of DEOCS survey results and other command climate measures in TYCOMs/communities where NLAP has been implemented.
