The goal of the Navy's FAP is to prevent and respond to domestic violence and child abuse through public awareness, education, and family support programs. FAP offers a range of services and programs for Service members, their partners, and their families. Services include:
Coordination of clinical and non-clinical services to support prevention, identification, reporting, and intervention of domestic and intimate partner violence, child abuse and neglect, and problematic sexual behavior (PSB) in children and youth.
Promoting victim safety and empowerment by providing 24/7 crisis response to victims of abuse through advocacy, risk assessments, help planning for safety, and information and referrals.
Increase protective factors, offering training and workshops to build skills for healthy relationships, parenting education, stress and anger management, and recognizing and reporting abuse.
New Parent support Program offers expectant parents and parents of children under age three the opportunity to improve existing parenting skills. The program is free, voluntary, and staffed with home visitation professionals. It is designed to support healthy bonds between young children and parents and to build a strong support network to help families thrive.
Providing temporary transitional compensation benefits, (financial support and other military benefits, through the Transitional Compensation for Abused Dependents (TCAD) program.

The Navy Domestic Violence Prevention mobile application is available at wherever you get your mobile apps and the Navy App Locker. It provides FAP information and required GMT training and documents completion of GMT training in the Electronic Training Jacket (ETJ) using DODID number. It also provides quick links to key DVP resources and an “Emergency” contacts section that is available to the user 24/7, such as the National Domestic Violence Hotline and Military Crisis Line.
TCAD is a congressionally authorized program which provides temporary monetary payments and benefits to dependent family members of service members or former service members who are separated from the military due to dependent-abuse offenses under certain circumstances. The requirements for the Navy's TCAD program are outlined in OPNAVINST 1750.3B.
