Overview

BUPERS Financial Improvement and Audit Readiness (FIAR) Team is responsible for ensuring the Navy's personnel and pay domains meet congressionally mandated audit requirements. Dedicated to enhancing and protecting organizational value, our team provides risk-based and objective assurance, guidance, and vision to ultimately drive the Navy towards an unqualified audit opinion. We promote a strategy of improved financial information and auditability, resulting in a greater focus on accuracy, efficiency, and consistency in financial reporting. We achieve this by developing and continuously monitoring effective internal controls and comprehensive policies and procedures intended to strengthen and protect our financial management processes, systems, data, and human capital assets.

To deliver accurate and timely payments to service members and their families, supported by a verifiable trail of documentation that substantiates the validity of each transaction and get it right the first time! To ensure these payments are auditable, establishing an effective document retention system is critical for the Navy to uphold accountability and mission continuity.

The BUPERS FIAR Team is the designated lead for Military Pay (MILPAY), but supports audit readiness for the following additional business segments:

Civilian Pay (CIVPAY)
Military Permanent Change of Station (MILPCS)
Reimbursable Work Order – Performer/Grantor (RWO P/G)
Contract Vendor Pay (CVP)
Military Standard Requisitioning & Issues Procedures / Subsistence in Kind (MILSTRIP/SIK)
General Equipment (GE)
Financial Statement Compilation and Reporting (FSCR)
Transportation of People (ToP)
Transportation of Things (ToT-HHG)
