A member is assigned in a TLD status when a medical provider expects the member to be able to return to duty (RTD) in a reasonable period of time. The Medical Treatment Facility (MTF) Convening Authority approves all first and second period temporary limited duty requests if the member is expected to return to a medically unrestricted duty status. NAVPERSCOM (PERS-454) reviews and approves all third period or greater (typically greater MANMED P117 than 12-months) temporary limited duty in a Sailor’s career. If a member is expected to return to a medically unrestricted duty status, TLD approval will be authorized. Otherwise, the member’s case shall be forwarded to the Disability Evaluation System (DES) for evaluation of fitness for continued naval service.
Enlisted TLD requests will be routed through LIMDU SMART IAW LIMDU SMART Provider Assistant User Guide and MANMED P117, Chapter 18. First and second periods of TLD will be approved by the convening authority (CA) responsible for the Medical Treatment Facility (MTF) initiating TLD. TLD periods in excess of 12 months (3rd period or greater) will be routed to PERS-454 for authorization. If PERS-454 authorizes 3rd period or greater TLD, PERS-454 will extend the PRD appropriately.
1. An Enlisted Sailor already at a shore duty station shall remain at current shore duty station unless medical care is not available in close proximity to their current duty station. EXCEPTION: AVAIL submission is required on submarine designated and nuclear trained personnel being placed on TLD regardless of duty type. No permanent change of station (PCS) orders are required. PERS 454 LIMDU Admin will change member into ACC 105 until the Sailor is Returned to Duty (RTD).
2. An Enlisted Sailor assigned to an operational or overseas tour (Type 2 or 4) will be detached from current duty station. PCS orders are required. Upon approval of TLD either by the MTF Convening Authority, the command should submit a YH AVAIL. PERS-454 in conjunction with the cognizant detailer will write orders to a shore command, which will direct the member into an ACC 105 status upon gain to the shore command. Overseas commands must also submit an early return request via BUPERS ONLINE (BOL).
3. If the Enlisted Sailor is recommended for additional periods of TLD by the MEB (3rd period or greater), the case is forwarded to NAVPERSCOM (PERS-454) via LIMDU SMART for departmental review in accordance with SECNAVINST 1850.4 (Series). Upon approval, PERS-454 will adjust the member’s PRD to the subsequent TLD expiration.
Anytime during the TLD period, the MTF convening authority may request to return the Sailor to medically unrestricted duty by submitting a completed Return of a Patient to Medically Unrestricted Duty Form Limited Duty Form (NAVMED 6100/6) in LIMDU SMART IAW MANMED P117, Chapter 18. If the Sailor was transferred to the current command due to the TLD period, PERS 454 LIMDU Admin will submit a YJ Avail through NSIPS in order to transfer the Sailor back to the appropriate sea/shore flow.
