Career Management: As a constituent, when you contact the Detailer to negotiate your next assignment, our #1 priority is to manage your career to get you through the next career milestone, and to make you as competitive as possible for your next promotion board. You should expect to have this discussion with your Detailer, and if you are unsure of your status—CALL!! We have received feedback from many of our constituents who spend 30-45 minutes on the phone with the Detailer to learn the specifics of their career path and promotion competitiveness, and found the conversation to be one of the most rewarding and enlightening discussions they have had. We can’t provide guidance and mentoring unless you contact us.

Service Record Photos: MILPERSMAN Article 1070-180 still requires officer photographs to be maintained. The point of contact (POC) for photo submission to Official Military Personnel File is Records Management and Policy (PERS-313) at (901) 874-3407/DSN 882. Additionally, officers can upload their photo through MyNavy Portal (MNP). Navigate to https://my.navy.mil, go to “MyRecord,” “Other Record Sites of Interest,” and there the “Officer Photograph” tile can be found. When clicked, an electronic Officer Photograph form (NAVPERS Form 1070/884) opens and photos can be uploaded directly into the form and then submitted to the OMPF. Along with this new capability, the new Officer Photograph form will require members to use their DOD ID. A tutorial for this new application can also be found on MNP under the Officer Photograph link. Officer photos can also be updated via the Officer Photo link from the main menu of BUPERS Online (BOL).

Fleet Nuclear LDO Distributable Inventory: We continue to suffer from multiple years of past under-accessions which are aging through the Lieutenant and into the LCDR ranks. Today, LDO LCDR account for 83% of LCDR billets. Looking forward, our biggest strain will be to fill the LCDR billets with actual LCDRs. Between FY23 through FY25, all LTs with 8-8.5 YCS will be needed to fill LCDR assignments. To help mitigate this issue, we will be looking for strong performing LTs to step up and fill spot-promote LCDR assignments. Keep your career on track and stay competitive. Expect to be called up for your PA tour between 8-8.5 YCS, if not sooner.

AS-39/40 Divo Tour: Looking to send more than just new accessions to our Submarine Tender Divo tours. Seeking any CVN TA who is EOOW qualified and would like to detach at their 2-year point on board. Tender tours will start being looked at for merit reorder during promotions. If interested, reach out to the detailer to start the discussion.

Dry Dock CO & XO Administrative Board:
-
Dry Dock CO: Prospective fills for this 6230 billet will be screened from the pool of submarine enterprise LDOs (except 6200s). The FY24 Drydock CO board will consider 6230, 6260, 6280, and 6290 personnel in YG 10 who meet eligibility requirements. Although a 6230 billet, this position is categorized like the submarine tender XO billets, where they are listed as 6280 CDR billets, but all non-nuclear submarine enterprise designators are eligible. To be considered for the Drydock CO screening, personnel must complete the command qualification card found within COMSUBLANT/COMSUBPACINST 1412.1, which also provides governing instructions for how to complete the qualification. Additionally, personnel who have converted to a non-submarine enterprise designator (i.e. 1820) are no longer considered.

Dry Dock XO: We are no longer conducting screening boards for this assignment. 6200 personnel will be detailed to this billet via normal distribution processes.

LDO Commander Command Administrative Board:

An administrative board is held each December to screen eligible personnel for LDO Commander Command. Successful screening depends on the outcome of the board and assignment depends on availability of upcoming billets.

Eligibility. You are eligible if you are a 6230, 6260, 6280, or 6290 CDR or CDR (Sel), have three years remaining prior to statutory retirement to allow time for completing a Command tour, and possess the command qualification 2D1 AQD (i.e. qualification complete). If you were previously screened, you remain in a “bank” until you no longer meet eligibility (typically the three-year requirement) or you get assigned to a Command tour.

Major Command Administrative Board:

Screening and assignment. The Submarine Major Command Screening board is held each December to screen eligible personnel for Major Command (MC). Successful screening depends on the outcome of the board and competition is between all eligible candidates (62XXs, 1120s, and 1100s who were previously 62XX). Assignment depends on availability of upcoming billets and PRD of selected personnel.

Eligibility. You are eligible if you are a CAPT or CAPT(Sel), have three years remaining prior to statutory retirement to allow time for completing a MC tour, and possess the command qualification 2D1 AQD. If you were previously screened, you remain in a “bank” until you no longer meet eligibility (typically the three-year requirement) or you get assigned a MC tour.

Tour assignments/locations. The most likely assignments, for 6200s, are Commanding Officer (CO) of maintenance facilities like Regional Support Group (RSG) Groton, CT; Trident Refit Facility (TRF) Kings Bay, GA; TRF Bangor, WA. Other possibilities are CO of Naval/Submarine Bases. For the other 62XXs, CO of Weapons Station Earle, NJ. The bases are more likely to go to 1120s, but you never know. We have had LDOs fill some of these in the past.

Detailing process. Once you enter the assignment, or “slating” process, all communications and negotiations will be between you and the head of PERS-42. Basically, you’ll get an email to see what locations are available on the current slate, you’ll turn that around with your ranked wish list, then you and PERS-42 will settle on a final assignment.

Administrative Board Preparation: Your record will get a cursory review by PERS-42 and you will receive an email if you’re being considered for the upcoming board; to allow time for record corrections/updates. After that, if you don’t want to be considered then you should submit a “Don’t Pick Me” letter to the board. If you have record updates or any other correspondence you would like the board to see, submit a letter to the board. Letters to the Board should be submitted through BOL via the Electronic Submission of Selection Board Documents (ESSBD). MILPERSMAN 1420-010 provides additional information on board correspondence. It is incumbent on you to submit a “Don’t Pick Me” letter if you don’t intend on pursuing the relevant milestone – otherwise it reflects badly on the community if you screen, get asked to serve, then turn it down. Plus, it wastes a selection.

6290 to 1820 Conversion: At present, 16 6290 officers have completely converted to 1820. To reiterate previous messages, converting earlier than later is beneficial, as it ensures more opportunities to navigate your career within the 1820 community.
