Warrior Toughness

Warrior Toughness is the Navy’s premier program designed to integrate stress management and human performance optimization techniques across the force. This initiative aims to empower Sailors to manage harmful stress effectively and perform under pressure—both in the most demanding combat scenarios and in everyday life.

As we move forward, our focus will be on advancing Warrior Toughness with innovative products, enhanced delivery methods, and refined requirements to ensure its effectiveness throughout the fleet.

Common Questions & Answers

Program Basics
  • Is Warrior Toughness mandatory? No. The NAVADMIN explicitly rescinds all requirements to send Sailors to E‑OSC or WT courses. However, there is a clear expectation that Commanding Officers will integrate WT principles into their unit’s daily battle rhythm. “Commanding Officers are expected to…incorporate them into everyday training to build a more tough and resilient force.”
  • Does Warrior Toughness replace E‑OSC? Yes. E‑OSC and legacy WT are now unified under the single Warrior Toughness initiative. All previous E‑OSC requirements are canceled.
  • Is Warrior Toughness a mental‑health program? No. WT is a warfighter performance optimization program focused on mind, body, and spirit. It aligns with DoDI 6490.05 on maintaining psychological health in military operations.
Training & Curriculum
  • Is there a Warrior Toughness course? Not yet. NETC will begin developing a one‑day WT course.
  • Where do we access WT materials? All resources—Placemat, Playbook, videos, podcasts, infographics, and facilitator decks—are on the MyNavy HR portal under Support Services → Culture & Resilience → Warrior Toughness (https://www.mynavyhr.navy.mil/Support-Services/Culture-Resilience/Warrior-Toughness).
  • Who delivers WT training at the command? Any leader can facilitate WT discussions using the Playbook and multimedia suite. No certification or formal qualification is required.
  • How will WT be integrated into the career continuum? WT is now embedded in accession training, A and C Schools, and the Enlisted Leader Development (ELD) pipeline.
Operational Integration
  • How do we incorporate WT into daily battle rhythm? WT is designed for short, repeatable touchpoints: watch turnover, quarters, pre‑evolution briefs, debriefs, and team huddles. The Playbook provides examples for each of the 15 skills. Later in CY-26, expect a “Warrior Toughness Plan of the Day (POD) Notes” that will enable commands to promote Warrior Toughness skills throughout the year. Additionally, look for a 52-week Warrior Toughness Guidebook to help Sailors incorporate those skills.
  • What are the 15 Warrior Toughness skills? The Placemat lists each skill with definition, expected outcome, and execution method.
  • How does WT apply during real‑world operations? WT skills support composure under pressure, decision‑making, communication, and recovery during high‑tempo or high‑risk evolutions.
  • How do we measure improvement? WT is not a compliance program. Leaders assess effectiveness through performance indicators: watch standing quality, communication, stress response, and team cohesion.
Leadership Responsibilities
  • What exactly is expected of Commanding Officers? COs must understand stress levels in their command, equip teams with WT skills, and embed WT into daily training.
  • What is the role of Chiefs? Chiefs operationalize WT at the deckplate level—modeling behaviors, facilitating discussions, and reinforcing skills during routine evolutions.
  • How should leaders model WT? Leaders demonstrate calm under pressure, promote Warrior Ethos (e.g., a Sailor’s “why” and spiritual readiness) deliberate breathing, clear communication, and disciplined recovery—showing Sailors what WT looks like in action.
Future Development
  • ​​​​​​​Will there be command assessments? WT is not an inspection item. Feedback loops will occur through Fleet and TYCOM collaboration.
