Standards are defined as those minimum capabilities which the Navy expects and requires of individuals with each rating. Standards are generally expressed in terms of task statements (duties and responsibilities) and they represent the abilities, skills, and knowledge needed to accomplish those tasks, duties, and responsibilities. Within the Navy, these standards are divided into two categories: Naval Standards (NAVSTDs) and Occupational Standards (OCCSTDs).
 
·         NAVSTDS (Naval Standards) - Standards that generally express the non-rating specific skill and knowledge requirements for enlisted personnel in paygrades E-1 through E-9 (e.g., all E-6 personnel must know how to write enlisted performance evaluations).  NAVSTDS are stated in the form of skill or knowledge statements. 
 
·         OCCSTDS (Occupational Standards) – Statements that describe the Navy’s minimum requirement/skills of a Navy enlisted rating as established by the rating’s primary (resource/warfare) sponsor.  OCCSTDS state what enlisted personnel must do in their rate or rating and are minimum essential tasks and general responsibility levels.

Collectively, these standards occupationally define the work performed by enlisted personnel.  NAVSTDS together with OCCSTDS form the basis for implementing and supporting actions for enlisted manning, distribution, recruit training, military requirements training, and advancement.
 
The occupational work of Navy enlisted personnel was previously only described by Rate, Rating and Navy Enlisted Classification (NEC) codes.  To better support the work and mission requirements of future Navy Total Force (NTF) enlisted personnel, the NEBC was developed to provide a more comprehensive work and job description.
 
·         Navy Enlisted Billet Classification (NEBC) - Provide a general description of duties performed in a position.  It is not meant to cover every duty required of the job nor is every duty listed necessarily a requirement of the position. The NEBC identifies a group of enlisted positions which are similar but not necessarily identical in scope and nature of duties.
