Transfer/Redesignation

 

BUPERS-3 is the sponsor for the Active Duty Lateral Transfer and Redesignation Board. The Board will be held in February and August each year.

Lateral Transfer Board
 

The next Lateral Transfer board will be conducted on 20 August 2024. Lateral Transfer packages will be due by 14 June 2024.  In accordance with the FY24 Lateral Transfer NAVADMIN (listed below under 'Current Guidance'), all packages can be submitted to the Lateral Transfer Administrator at BUPERS-3 LATXFR Admin.  The Lateral Transfer Admin group is currently recommending Lateral Transfer packages be sent via DoD SAFE (specific information to be posted in the LOI).  After submitting your package, please ensure you receive confirmation within 4 business days. If a receipt has not been received, please email the Administrator for confirmation.   

Any waivers being submitted in the Lateral Transfer Package must be annotated within the Command Endorsement. The ONLY addendums that can be submitted after the application deadline are Warfare Qualifications and FITREPS.  Deadline dates for those two items are listed in the FY24 Lateral Transfer NAVADMIN. If the community you are applying to requires a SCI pre-screening process, there is a known delay in regards to getting the pre-screen interview completed. If this is the case, please ensure you contact your community of interest OCM. Once you have completed the SCI pre-screen, send your results directly to the Community of interest OCM to which you are applying to.

Please utilize the updated 'Lateral Transfer Applicant Template' when building your package for the August 2024 Lateral Transfer Board. With regards to Overseas Screening, please contact your community of interest to determine if they require screening.

Tailored Community Transition (TCT)

The Surface Warfare Officers (SWO) Tailored Community Transition (TCT) program provides a pathway for SWOs to lateral transfer to the Engineering Duty Officer (1440), Maritime Space Officer (1870), or Foreign Area Officers (1710) communities, following successful completion of their SWO Department Head (DH) tours. DH screened SWOs (YG17 and junior) selected for TCT will be detailed to assignments relevant to their TCT community for post division officer tours. Upon successful completion of two DH tours or a single longer DH tour as assigned by PERS-41, the officer's designator will shift to the appropriate RL community designator and they will be detailed to their next assignment by their gaining community detailer. Selected officers remain eligible for SWO Single Long Tour (SLT) as well as SWO Department Head Retention Bonus (DHRB) in accordance with current guidance. SWO TAR, IRR, or SELRES are not eligible to apply.  ​
