** BUPERS-328 only accepts requests submitted on the ePAR 1306/7 form. All ePAR requests must be submitted to MNCC via the MyNavyPortal or by emailing MNCC directly at askmncc.fct@navy.mil. Additionally, commands may contact MNCC directly at 901-874-MNCC. **
MILPERSMAN 1440-010 directs that all Lateral Conversion requests must be submitted via CWAY with the exceptions of the specific ratings listed within the MILPERSMAN. Lateral Conversion requests received directly outside of CWAY will be returned without action.
Forced Conversion requests shall be submitted IAW MILPERSMAN 1440-011.
Forced conversions must not be used in lieu of disciplinary or medical procedures, or to relieve the command of a substandard performer.
Only submit forced conversion requests for Sailors who are recommended for retention, have potential for future Navy service, are capable and qualified to serve in requested ratings, and are not subject to administrative separation proceedings. Forced conversions are not authorized into the LN, NC, RP, or MA ratings.
Forced Conversion Request Procedures
Personnel submitting forced conversion packages are encouraged to request ratings of choice for which they are qualified. The reason for forced conversion must clearly be annotated on the ePAR 1306/7 in the "Reason for Submission" block. The ePAR 1306/7 must be signed by the CO or delegated by direction of the CO. Requests must include the following enclosures:
- Applicable substantiating documents for forced conversion (i.e., evaluations, NAVPERS 1070/613 Administrative Remarks, medical doctor recommendation(s), results of NJP, etc.);
- Last 3 evaluations;
- Most recent ASVAB scores (as applicable);
- PFA results for the last 4 years from PRIMS;
- Additional rating specific documentation (as required); and
- NAVMED 1300/3 Medical Assignment Screening (with ICD-9/10 codes listed).
Members no longer qualified in their current rating are not authorized to compete for advancement or to be advanced.
Members no longer qualified in their current rating must not be allowed to extend, reenlist, or have any inoperative be made operative without BUPERS-328 authorization.
Immediately stop payment of any rating related bonuses (SRB, Enlistment Bonus, SDAP, Submarine Pay, etc.).
Members in a LIMDU status must not be processed for forced conversion until having been designated as fit for duty.
