Note: This guide is not an official policy document. Instead, it provides a simplified, step-by-step overview to help make your transition successful.
Understanding Your Transition Path
There are two primary paths for Sailors affiliating with the Navy Reserve
1.  AC2SELRES (Active Component to Selected Reserve)
     A.  For Sailors transitioning directly from Active Duty to the Reserves.
     B.   Example: Sailors who are converting rates or communities may receive school quotas from Enlisted Community Managers (ECMs) via BUPERS-3152.

2.  PRISE-R / NAVET / OSVET
     A.  For Prior Service (PRISE-R) Sailors, NAVETs (Navy Veterans), or OSVETs (Other Service Veterans) who have had a break in service before affiliating.

     B.  These Sailors typically receive school quotas through their NRA Command Career Counselor (CCC).
It’s important to know which path you are affiliated under, as it determines how certain processes are handled.

*** POLICY UPDATE FOR MINIMUM SERVICE OBLIGATION – POPULARLY KNOWN AS 4-2-2 ***

Per NAVADMIN 303/23, any Sailor who entered into a service contract on or after 01 October 2020, who is separating from active duty with less than 6 years time in service (TIS) is subject to required SELRES service as determined by the needs of the Navy.  The amount of time required in the SELRES is equal to 6 years minus the amount of active duty service (e.g., Sailors who separate with 4 years of active duty service may be required to serve 2 years in the SELRES).  After completion of 6 years TIS, Sailors may then be transitioned to the IRR to serve the remainder of their MSO.  On a typical 8-year contract, this would amount to 4 years of active duty, 2 years of SELRES, and 2 years of IRR; hence the popular 4-2-2.

SELRES quota requests will be automatically generated in the Career Waypoints (CWAY) System for adjudication by Reserve Community Managers based upon the needs of the Navy.  The quotas will be generated monthly from T-10 months to T-4 months to the Sailor’s EAOS/SEAOS to determine if SELRES service will be required.  All members with an approved quota will be contacted by PERS-9 Reserve Processing and Affiliation Center (RPAC) regarding their SELRES affiliation.  Sailors with more than 6 years TIS are still highly encouraged to affiliate with the SELRES via CWAY, but are not required to do so.

Career Waypoints

CWAY is a change to how we do business in enlisted career management, putting Sailors at the helm to navigate their careers.  The goal of CWAY is to help Sailors make informed decisions about their personal and professional career opportunities by placing the power of Navy career management systems at their fingertips.  

 
How does CWAY affect you?
CWAY modules are making the Chief of Navy Reserve's "lane change" vision a reality.  Sailors can transform from the AC to the RC via the CWAY-Reenlistment module.

"Fit" is a term used in Navy manpower and personnel management circles, and describes having the right Sailor (rating, paygrade, etc.), with the right (NEC), filling to right billets (RFAS codes, etc.) at the right cost (local fill vs. cross-assigned, for example).  The vision is to enable the SELRES ECM to offer personalized conversion opportunities directly to the Sailor and his command, with the purpose of increasing Fit, improving retention, and increasing promotion opportunity for SELRES Warriors.  

 
Are you an Active Component (AC) Sailor, within 10 months of EAOS, wondering about Reserve Component (RC) opportunities?
Your Career Counselor can assist you with an application to transition to the RC via CWAY.  If granted a Selected Reserve (SELRES) Reenlistment quota, you must select a drill site.  In rate quotas are given out up to nine months prior to SEAOS date.  Sailors who did not request a quota via CWAY and if they are within 90 days of SEAOS can submit a SELRES quota request via 1306/7 as per MILPERSMAN 1306-1501.  Once a quota is granted and you start the affiliation process you can expect to be contacted by a member of the Transition Assistant (TA).  You will be assigned a Transition Assistant (TA).  The mission is to facilitate your smooth and timely transition into the RC.

Q:  How do I apply for a RC2RC rating conversion?
Sailor can apply for conversion via CWAY through the RC to RC module.  The CWAY application allows you to review which ratings are undermanned, the ASVAB scores, and additional job requirements or skill set required for a specific rating.  CWAY will even show you why you don't qualify for a certain rating, so you know exactly what needs to be done so that you can gain the necessary qualifications to apply for the desired advertised opportunity.
